Hainan briefed the press on the 14th batch of good practices worth being promoted concerning system innovations.
The five newly-released cases are Yangpu port’s registry system, the whole-process traceability management of off-island duty-free goods, the whole-process supervision of "zero-tariff" imported goods, the cross-province introduction of marine aquatic germplasm resources and the province-wide adjudication guidance system for similar cases.
Among them, Hainan has adopted international ship registration in Yangpu by establishing a "two-level review" mechanism, which provides institutional guarantee for accelerating the development of the shipping industry and building an international shipping hub for the new western land-sea corridor.
According to Wang Jianmin, COO of Yangpu Economic Development Zone Management Committee, “We will speed up institutional innovations based on the most urgent demands of market players for reform, turning Yangpu into a port of registry with a first-class international management.”
Besides, Hainan has pioneered the source code traceability system for duty-free commodities, giving each duty-free commodity an "identity code" to distinguish fake products.
“The establishment of the traceability system has laid a solid foundation for the effective management of "zero-tariff" inbound commodities, which has provided experience for duty-free stores nationwide,” said Cui Jian, Deputy Director of Department of Commerce of Hainan Province.
As the island-wide independent customs operation approaches, Hainan has established a "zero-tariff" full-process supervision model for imported goods, and conducted stress tests on more than 1,700 commodities in the three "zero-tariff" lists.
Lin Yong, Director of Haikou Customs Tariff Division announced, “We have clarified the responsibilities and boundaries between related government departments and customs supervision departments, and refined the criteria, scope of application and operating procedures for enterprises to enjoy favorable policies.”
