General Administration of Customs: Give full play to the role of the RCEP agreement in stabilizing f

  On April 13, Lu Daliang, spokesperson of the General Administration of Customs and director of the Statistics and Analysis Department, introduced at a press conference that in the first quarter of this year, my country’s imports and exports to the other 14 RCEP members totaled 3.08 trillion yuan, a year-on-year increase of 7.3%. , accounting for 31.2% of my country's total foreign trade value in the same period, and its proportion increased by 0.8 percentage points compared with the same period last year. Among them, exports were 1.65 trillion yuan, an increase of 20.2%; imports were 1.43 trillion yuan, a decrease of 4.5%. The preliminary analysis mainly has the following characteristics:


  First, from the perspective of trading countries, in the first quarter, my country’s imports and exports to other RCEP member states increased by more than 10%, and the imports and exports to Singapore, Laos, and Myanmar all increased by more than 20%, respectively reaching 45.8%, 37.8%, and 10%. 29%. The scale of imports and exports to Japan and South Korea ranks first and second respectively between my country and other RCEP member countries, with the scale exceeding 500 billion yuan.


  Second, in terms of major commodities, in the first quarter, my country exported 827.43 billion yuan of mechanical and electrical products to other RCEP member countries, an increase of 16%, of which electrical equipment, mobile phones, and auto parts increased by 30.1%, 34.7%, and 19.8% respectively; Intensive products were 296.21 billion yuan, an increase of 21.4%. During the same period, my country imported 142.64 billion yuan of iron ore and 122.72 billion yuan of energy products from other RCEP member countries, an increase of 8% and 26.9% respectively.


  Third, in terms of benefits, in the first quarter, Chinese enterprises enjoyed imports worth 18.25 billion yuan and reduced taxes by 480 million yuan under RCEP. The main imported goods were plastics and their products, mechanical appliances and Parts, inorganic chemicals, etc.; exports of 62.29 billion yuan, can enjoy tariff reductions of 930 million yuan from member states, and the main visa export commodities are clothing and clothing accessories, inorganic chemicals, plastics and their products, etc. There are 578 approved exporters across the country independently issued 2181 RCEP declarations of origin, with a value of 2.05 billion yuan.


  Lv Daliang pointed out that the customs will resolutely implement the deployment of the Party Central Committee and the State Council on the implementation of RCEP, and will further play the role of the agreement in stabilizing foreign trade and foreign investment, promoting industrial chain supply chain cooperation, and promoting high-quality development. The following work:


  The first is to promote the special evaluation of the effectiveness of RCEP-related measures in the national customs, fully solicit opinions and suggestions from on-site customs and foreign trade enterprises, find out the facts and come up with practical measures, and further promote the high-quality implementation of RCEP.


  The second is to focus on customs inspection and quarantine rules related to RCEP, improve relevant rules and regulations, upgrade customs operating systems, standardize and simplify customs procedures, continue to optimize customs clearance procedures, improve efficiency, and reduce customs clearance costs for enterprises.


  The third is to increase the promotion of RCEP policies and regulations, build a precise service system for RCEP technology and trade measures, guide enterprises to fully understand and make good use of RCEP policy dividends, and help enterprises further develop the RCEP market.
