In response to the master plan for the development of the Hainan Free Trade Port’s proposal for the province to become a high quality international design island, and in order to provide guidance in this task, Hainan has published and implemented the Hainan International Design Island Development Plan.
This newly released plan includes Hainan’s goals for the following time periods. For the 2022-2023 period, the design industry’s output should increase over the total output of 2020 by 60%. The number of design companies should increase by 30% over 2020’s numbers, and the total number of design industry personnel should rise by 50% over the number in 2020. A primary framework for the development of the industry should also be formulated during this period.
In 2024-2025, the development of Hainan’s design industry should become more systematized, as well as operate on a larger scale and at a higher level of quality. Goals for increases over 2020’s numbers are an increase of 110% in total output, 60% in the number of companies, and 100% in the number of personnel. In addition, the plan calls for the development of 3 or more design industry cluster zones bringing together innovation, R&D, design, and office space. The development of a relatively complete policy system and promotion mechanism is necessary.
The plan sets out different development paths for Haikou, Sanya, the Boao Forum for Asia Special Planning Area, and the key industrial parks of the Hainan FTP, which include the Yangpu Economic Development Zone, the Lingshui Li’an International Education Innovation Pilot Zone, and more.
The new plan further delineates the layout for the Hainan FTP’s design industry and promotes capital investment in the design industry. It emphasizes that Hainan must mobilize all kinds of talented designers to actively and creatively participate in making the plan a reality, and also stresses that public service facilities must incorporate Hainan elements in their design.
The new plan includes appendixes listing the 2022-2025 Hainan International Design Island development projects and competitions. Currently, there are 33 development projects and 28 competitions planned for this period.
