Presently, Beijing is hammering away at building itself as a leading talent center, and intensively driving forward the development of the Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone ("Two Zones"). Expanding the opening up of talent to the outside world is an important part of it.
Through its innovative branding, Beijing attracts international talent and optimizes the development environment by setting up superior talent communities. It is also an exploratory attempt to facilitate urban renewal and development through the overall establishment of an ecological environment for talent. The establishment of superior talent communities in Beijing involves constructing infrastructure and creating ambiance, along with integration and innovation in the policy. From one angle, the Beijing Municipal Talent Work Bureau (Bureau) focuses on establishing service centers for foreign talent and evolving the characteristic model neighborhoods, setting up a unique community signage system, and solving other issues of the pain points in the work and life of talent. It will adhere to the work list management and push work on a project basis, selecting a number of small but urgent key projects annually to grasp practical matters with vital impact. From another perspective, closely combining the positioning of the superior talent community as a "talent policy pilot zone", the Bureau will make good use of the innovative policies of the "Two Zones" and actively seek support in conjunction with relevant departments to create a community "policy integration service package" and a policy indexing platform. To elevate the attractiveness of the superior talent communities, the Bureau intends to establish a service system for foreign talent including "immediate post-entry processing, pre-entry processing, and fully agent processing."
Thus far, Beijing has motivated the construction of 11,000 apartments for international talent, 23 international schools, eight international hospitals, and 18 service centers for foreign talent. The first special model neighborhood Wangjing Walk (望京小街) is opened to the public in Chaoyang District and the construction of the city's first overseas high-level talent building is finished in Shunyi District. The communities have also introduced a series of supporting policy measures in the areas including medical care, children's education, housing security to solve a number of underlined issues of concern to international talent.
