"In the first half of the year, my country's total import and export with the other 14 members of RCEP was 6.1 trillion yuan, a year-on-year increase of 1.5%, and the contribution rate to my country's foreign trade growth exceeded 20%." Lu Daliang, spokesperson of the General Administration of Customs and director of the Statistics and Analysis Department At the press conference of the State Council Information Office on July 13, it was stated that my country’s imports and exports to most members have achieved positive growth, of which Singapore, Laos, Australia, and Myanmar increased by 27%, 25.8%, 16.4% and 15.2% respectively.

Lu Daliang said that RCEP continues to bring tangible dividends and benefits to the vast number of enterprises in our country. On the one hand, regional industrial chain cooperation is closer. The gradual release of RCEP market potential will effectively promote the free flow of production factors in the region, gradually form a more prosperous regional integrated market, and open up new space for enterprises to expand international industrial cooperation and economic and trade exchanges. In the first half of the year, my country exported 1.72 trillion yuan of intermediate products to other RCEP members, accounting for more than half of my country's export value to other RCEP members, reaching 54.4%. Among them, auto parts and electrical equipment increased by 17.6% and 22.4% respectively. During the same period, my country imported 376 million tons of iron ore and 178 million tons of energy products from other RCEP members, an increase of 4.7% and 70.4% respectively.

On the other hand, the enjoyment bonus continues to be released. RCEP is superimposed on the bilateral free trade agreements that have already taken effect between my country and other members, creating good conditions for companies to enjoy better benefits and effectively helping companies reduce costs. In the first half of the year, Chinese enterprises enjoyed 40.36 billion yuan in imported goods under RCEP, and 1.07 billion yuan in tax concessions. The main imported goods were plastics and their products, mechanical appliances and parts; 126.95 billion yuan in exports, It can enjoy tariff reductions of 1.91 billion yuan from other members. The main visa export commodities are clothing and clothing accessories, inorganic chemicals, plastics and their products, etc. There are 590 approved exporters across the country independently issued 4,844 RCEP declarations of origin, with a value of 4.34 billion yuan.

"The full entry into force of RCEP will further promote wider, higher-level, and deeper opening-up and cooperation among member states, and provide a strong boost for my country's high-level opening-up." Do a good job in the deployment of RCEP implementation, and further play the role of the agreement in stabilizing foreign trade and foreign investment, promoting industrial chain supply chain cooperation, and promoting high-quality development.

Lv Daliang further stated that the customs will focus on the following tasks: First, focus on the customs inspection and quarantine rules involved in RCEP, improve relevant rules and regulations, upgrade the customs information operation system, standardize and simplify customs procedures, continue to optimize the customs clearance process, improve efficiency and reduce Customs clearance costs for enterprises. Second, in the international exchanges and cooperation with RCEP members, pay close attention to the trade facilitation measures of each member such as customs clearance procedures, inspection and quarantine, focus on obtaining the measures taken by RCEP members to implement the tariff preferential commitments, and follow up the latest developments of members in a timely manner , pay attention to and coordinate to solve the difficulties and problems encountered by enterprises at home and abroad. The third is to continue to increase the promotion of RCEP policies and regulations, build a precise service system for RCEP technology and trade measures, guide enterprises to fully understand and make good use of RCEP policy dividends, and help enterprises further develop the RCEP market.
