Several Measures of Shanghai to Help Small, Medium and Micro Enterprises to Steady Growth, Adjust Structure and Strengthen Capabilities
In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the State Council Leading Group Office for Promoting the Development of Small and Medium-sized Enterprises "Several Measures to Help Small, Medium and Micro Enterprises to Steady Growth, Adjust Structure and Strengthen Capabilities", and help small, medium and micro enterprises in this city to alleviate difficulties and achieve high-quality development, The following measures are specially enacted:
1. Supporting the innovation and development of SMEs
(1) Strengthen the cultivation of specialized, specialized and new SMEs. All districts will give a reward of no less than 100,000 yuan to newly identified specialized, specialized, and new small and medium-sized enterprises, and no less than 300,000 yuan to newly identified specialized, specialized, and new "little giant" enterprises. By the end of 2023, more than 20,000 innovative SMEs, more than 10,000 specialized and special new SMEs, and more than 700 specialized, special and new "little giant" enterprises will be cultivated. All districts are encouraged to give support to advanced manufacturing enterprises of different scales whose industrial output value exceeds 1 billion yuan, 5 billion yuan, and 10 billion yuan for the first time. For high-tech enterprises within the validity period that become "Four Tops" enterprises for the first time, the city-urban linkage will give the enterprises a one-time reward of 5% of the R&D investment in the previous year, up to 500,000 yuan. Build a global technology supply and demand docking platform, organize global technology transfer conferences, and support industry-university-research cooperation and new product promotion for technology-based SMEs. Support specialized and new enterprises to build and upgrade enterprise technology centers. By the end of 2023, the number of enterprise technology centers at or above the municipal level will exceed 1,000. Support specialized, special and new "little giant" enterprises to file for the establishment of postdoctoral scientific research workstations, and support small and medium-sized enterprises to apply to settle in postdoctoral innovation practice bases in various districts of the city. (5) Increase the intensity of technological transformation. The threshold for special support for municipal-level technological transformation has been adjusted from a total project investment of more than 20 million yuan to more than 10 million yuan, and the support amount shall not exceed 10% of the approved total investment, increasing support for technological transformation of small and medium-sized enterprises. (6) Support the green development of enterprises. Support the green upgrading of small and medium-sized enterprises, with a maximum support of 10 million yuan. Carry out the "Hundred One Action" for energy saving and carbon reduction and clean production transformation. 2. Assist SMEs in digital transformation
(7) Increase the supply of digital capabilities. Support small and medium-sized enterprises to use "small, fast, light and accurate" digital solutions and products such as online conference software and industrial software. Implement smart rating coupons, computing power coupons, etc., to support small and medium-sized enterprises in purchasing services such as smart factory diagnosis consulting and artificial intelligence computing power. Funding subsidies will be given to data products listed for the first time on the Shanghai Data Exchange, excellent data brands and data merchants, and no less than 300 medium and small business enterprises will be cultivated to form no less than 30 branded data products. (8) Strengthen platform service empowerment. Publish the recommended catalog of industrial Internet professional service providers. Support for service contracts signed by small and medium-sized enterprises and digital service providers shall not exceed 30% of the contract value. Implement the "Employment Partner" program for small and medium-sized enterprises, and carry out DCMM standard implementation assessment, digital transformation level evaluation and diagnosis. Create a group of digital transformation "small lighthouse" enterprises, encourage small and medium-sized enterprises to "see and learn from examples", and gradually promote the full coverage of digital transformation of specialized, special and new small and medium-sized enterprises. (10) Guide large enterprises to open resources to small and medium-sized enterprises. Implement the "joint action" for the integration and innovation of large and medium-sized enterprises, and hold the "Hundreds of Enterprises" integration and innovation matchmaking activities for large and medium-sized enterprises. Promote the city's state-owned enterprises to open innovation resources to small and medium-sized enterprises, and encourage large enterprises and platform organizations to include qualified small and micro enterprises in the list of qualified suppliers. Guide Internet platform companies and industry leading companies to innovate data product operations, and bidirectionally equitable authorization with small, medium and micro enterprises. Give full play to the role of characteristic carriers for the integrated development of large and medium-sized enterprises, open up application scenarios, and strengthen resource matching. (11) Support enterprises to develop markets. The policy of gradually increasing the reserved share of government procurement projects for small and medium-sized enterprises to more than 40% will continue until the end of 2023. Support enterprises to enter the recommended catalog of innovative products, and participate in the action of "unveiling the list and leading" in various major application scenarios in this city. Subsidize the business expenses related to enterprises' grabbing orders, and promote foreign trade "thousands of enterprises and products" to open up domestic and foreign markets. Strengthen the guidance and services for overseas investment of high-quality small and medium-sized enterprises such as specialized, specialized and new enterprises. (12) Support enterprises to participate in major exhibition activities. Provide support for enterprises to participate in overseas exhibitions listed in the "Recommended Projects for Overseas Exhibitions for Shanghai Enterprises to Develop International Markets", as well as key international exhibitions sponsored by domestic provincial and ministerial governments. Support small and medium-sized enterprises to participate in exhibitions and exhibitions such as the China International import Expo, China International Industry Fair, and China International Small and Medium Enterprise Expo, and promote the integration of small and medium-sized enterprises into the global industrial chain supply chain. Support small and medium-sized enterprises to participate in major special activities such as the "May 5th Shopping Festival". (13) Support the development of characteristic industrial clusters of small and medium-sized enterprises. Support the development of clusters in key areas such as the modern agricultural industry. In 2023, about 10 municipal-level characteristic industrial clusters of small and medium-sized enterprises will be cultivated, and about 5 national-level characteristic industrial clusters will be built. 4. Strengthen financial empowerment services for SMEs
(14) Increase support for inclusive financial services. Implement the credit reward and subsidy policy for small, medium and micro enterprises, and support banks to increase inclusive credit. Implement an inclusive financial advisory system. Continue to release the efficiency of the reform of the loan market quotation rate (LPR), and reduce the comprehensive financing cost of small and micro enterprises. Promote the "Smooth Financing" project and the "10 billion" project of seamless loan renewal. By the end of 2023, the balance of inclusive loans will reach 1.1 trillion yuan, and the cumulative investment of seamless loan renewal will exceed 1.2 trillion yuan, saving 10 billion yuan in costs for enterprises yuan or more. The "relief financing" mechanism for small, medium and micro enterprises has been extended until the end of 2023, and the amount of rescue financing has exceeded 600 billion yuan. (15) Reduce the cost of enterprise credit guarantee loans. Support Shanghai Equity Custody and Trading Center to set up a special board for "Specialized, Specialized and New".
