Measures for the Administration of Funds for the Central Government to Guide Local Science and Technology Development in Shanghai
Chapter 1 General Provisions
Article 1 (Basis for purpose)

Article 2 (Definition of Funds)
The Shanghai central government guides local science and technology development funds (hereinafter referred to as the guidance funds) refers to the central funds used by the central government to support and guide the city to implement the national innovation-driven development strategy and science and technology reform and development policy, optimize the regional science and technology innovation environment, and enhance the regional science and technology innovation capabilities. Article 3 (Management Principles)
The management and use of guiding funds shall follow the following principles:

(5) Adhere to openness, fairness, and impartiality, and actively accept social supervision;
(6) Implement the whole-process budget performance management, strengthen capital supervision, and give full play to capital efficiency.
Chapter II Organizational Management and Responsibilities
Article 4 (Management Responsibilities)
The guiding funds are managed by the Shanghai Municipal Science and Technology Commission (hereinafter referred to as the Municipal Science and Technology Commission) together with the Shanghai Municipal Finance Bureau (hereinafter referred to as the Municipal Finance Bureau).
The Municipal Science and Technology Commission is responsible for formulating management policies related to the central government's guidance of local scientific and technological development funds. According to the annual budget issued by the central finance, it will work with the Municipal Finance Bureau to rationally allocate budgets, formulate annual guidance fund implementation plans, promote the development of project reserves, and be responsible for the daily supervision of guidance funds, evaluation and performance management.
According to the relevant regulations on budget management and the implementation plan of the annual guiding funds, the Municipal Finance Bureau is responsible for the budget issuance and appropriation of the guiding funds.
Article 5 (Responsibilities of Units Using Guidance Funds)
The unit that uses the guiding funds is the undertaking unit of the project, and it is the main body responsible for using the guiding funds. Manage the use of funds, accept the guidance and inspection of the Municipal Science and Technology Commission and other relevant departments, and cooperate with performance evaluation, supervision and inspection, and acceptance; if there are subjects under the project, the project undertaking unit must accept the guidance, coordination and supervision of the project undertaking unit The project undertaking unit is responsible.
Chapter Three Support Scope and Support Method
Article 6 (Scope of Support)
Guiding funds support the following four areas:
(1) Free exploration basic research. It mainly refers to focusing on the exploration of unknown scientific issues, combined with the regional layout of basic research, independently established special science and technology projects and science and technology funds aimed at carrying out free exploration basic research.
(2) Construction of scientific and technological innovation bases. Mainly refers to various scientific and technological innovation bases that conform to the relevant planning of this city, including scientific and technological innovation bases established by universities, scientific research institutes, enterprises, and transformed scientific research institutions (including provincial and ministerial joint construction of national key laboratories, clinical medical research centers, etc. ), as well as industrial technology research institutes, technological innovation centers, and new research and development institutions with independent legal personality.
