In order to fully implement the "Regulations on the Construction of a Barrier-free Environment in Shanghai" (hereinafter referred to as the "Regulations"), and continue to maintain the city's leading level in the construction of barrier-free environments in our district, it is hereby proposed to implement the "Regulations" to promote the construction of a barrier-free environment in Xuhui District implementation of:
1. Guiding ideology

2. Work objectives
In 2020, our district will successfully create a national barrier-free environment demonstration zone. Our district should take the opportunity of implementing the "Regulations" and the establishment of demonstration areas to further create a social atmosphere, improve system construction, promote social co-governance, and make every effort to build a barrier-free environment demonstration area and create a barrier-free characteristic pioneer area.
(1) Implement the "four haves" and build a demonstration area. Closely follow the requirements of the "Regulations" to achieve "organized promotion, planned construction, standard design, and momentum in publicity and implementation" to prepare for the establishment of a new round of demonstration zones. The first is to improve the work coordination mechanism and implement the coordination mechanism office; the second is to find out the family background, do a good job of evaluation, improve the top-level design, and form development plans, action plans, task lists and project lists; the third is to promote the construction, management and maintenance of barrier-free facilities Standardization, the introduction of corresponding design guidelines, management and maintenance guidelines; the fourth is to comprehensively carry out publicity and implementation of the law, and promote the concept of barrier-free to popularize.

By the end of 2023, focus on completing the following target tasks:

3. Main tasks
(1) Improving the organizational structure. The second is to focus on standard guidance. Focus on the four key areas of "municipal roads, service windows, hospital farms, and living boxes", sort out barrier-free design specifications and implementation paths, and strengthen work guidance. This year, we will focus on completing the "two guidelines" for the use management and maintenance of pedestrian bridge elevators and the design of barrier-free facilities in the living box, so that the use of barrier-free facilities will be safer, the materials will be more friendly, and the design will be more fashionable, forming a unified standard, unified design, Standardize the working paradigm of management to ensure that the construction and maintenance of barrier-free facilities in key public areas are in place.
(3) Implement institutional guarantees. One is to implement the assessment mechanism. This year, the focus will be on extensive publicity and training of the "Regulations". Taking into account the barrier-free publicity month and other opportunities, district-level publicity activities will be organized at least once a quarter; each sub-district (town) should formulate a publicity and training plan to ensure relevant All staff members of service institutions receive barrier-free professional ethics education, service skills and psychological counseling training within the year. The third is to implement the supervision mechanism. All streets (towns) incorporate barrier-free facilities into grid-based management and implement inspections of barrier-free facilities; relevant departments such as public security, transportation, and urban management and law enforcement implement law enforcement in accordance with the "Regulations". The Barrier Free Office organizes the annual assessment of the construction of a barrier-free environment; at the same time, it connects with the relevant special committees of the District People's Congress to supervise and inspect the implementation of the "Regulations".
