Shanghai Computational Biology Innovation and Development Action Plan (2023-2025)

  In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on digital China, seize the strategic opportunities for the innovation and development of computational biology in Shanghai, build a computational biology innovation highland with international influence, and empower the development of bio-economy and digital economy, according to the " The "14th Five-Year Plan" for Shanghai's construction of a globally influential technological innovation center and the "14th Five-Year Plan for the Development of Shanghai's Strategic Emerging Industries and Pioneering Industries" formulate this action plan.

  1. Guiding ideology

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the "four orientations", based on the development stage of continuous development of interdisciplinary integration and profound changes in scientific research paradigms, combined with the rapid accumulation of cross-modal big data and the rapid development of artificial intelligence computing power The development trend of increasing and monetizable application scenarios, aiming at the development characteristics of computable modeling and quantitative prediction, promotes the deep integration of digital technology and biomedicine as the main line, and strengthens the advancement of R&D, technology, products, scenarios, and ecosystems. Organize the development of frontier-oriented underlying technologies, strategy-oriented iterative optimization of tools, and application-oriented platform system construction, and accelerate the use of China's own computational biology technologies and methods to solve key scientific research problems, drug development, and major disease prevention and treatment difficult problems, and effectively promote the high-quality development in the field of computational biology.

  — Adhere to scientific guidance. Follow the laws of scientific development and major application needs, give full play to the basic advantages of Shanghai in the field of life sciences and medical care, lead by key scientific issues, rely on large-scale data and typical application scenarios, and accelerate the formation of a computational biology research and development system with Shanghai characteristics .

  — Adhere to the system layout. Focusing on the mutual empowerment and integration breakthroughs of biotechnology and information technology, connecting and laying out the innovation chain and industrial chain, linking resources from all parties, strengthening the gathering of elements such as R&D, technology, talents, and capital, and accelerating the transformation and application of research results.

  ——Insist on independent innovation. With original innovation and independent development as important standards, fully stimulate the vitality of various innovation subjects, create original theories and core products that others have, and others have, and make computational biology the source and benchmark of Shanghai International Science and Technology Innovation Center one.

  3. Main objectives

  By 2025, establish a computational biology research paradigm based on the full chain of modeling, prediction, and application, initially build infrastructure such as a biological big data platform, and train and introduce a group of computational biology talents. Engineering, AI drug research and development and other fields took the lead in achieving major theoretical breakthroughs, developed a batch of algorithm models and software with independent intellectual property rights and international influence, accelerated the birth of a batch of disruptive new technologies for life and health, and produced a batch of effective New tools, new standards, and new products for large-scale applications have laid the foundation for the formation of advantageous disciplines in the field of computational biology, and for making Shanghai a source of innovative ideas, scientific research paradigms, and major applications in the field of computational biology.

  4. Implement key projects to tackle key problems

  Direction 4: Key technologies for precise diagnosis and treatment of major diseases. Develop original computational modeling methods and prediction algorithms, explore multi-level biological big data rules in major diseases such as tumors, aging, psychosomatic diseases, and neurodegenerative diseases, discover diagnostic markers and potential drug targets, and establish high-risk strain prediction methods to facilitate clinical and public health translational applications.
