Adhere to the overall planning of domestic and foreign capital integrated investment promotion, accurately grasp the direction of industrial investment promotion, and always take the strengthening of the real economy, the enhancement of market vitality, and the enhancement of the province's comprehensive competitiveness as the main goals. From 2023 to 2025, a total of more than 300 projects will be signed for major investment promotion activities at the provincial level, with a total investment of more than 800 billion yuan. There are 8,000 new contracted foreign investment projects in the province, and the contracted foreign investment amount exceeds 300 billion yuan. In three years, strive to add 2 million new market entities in the province.

Focusing on the digital economy, marine economy, green economy, cultural tourism economy and key industrial fields, we will focus on "casting chains, empowering, and expanding dimensions", recruiting big and strong, recruiting new and excellent, and accelerating the future industrial layout. From 2023 to 2025, the province will introduce 150 projects of more than 1 billion yuan, 30 projects of more than 5 billion yuan, and 10 projects of more than 10 billion yuan.
