In order to promote the integration of rules and regulations between Guangdong, Hong Kong, and Macao, promote the efficient and convenient flow of various factors, and enhance the level of market integration in the Greater Bay Area, the Provincial Greater Bay Area Office has organized the selection of typical cases for the integration of rules and regulations in the Greater Bay Area of Guangdong, Hong Kong, and Macao, and selected the first batch of 20 outstanding cases. In order to fully leverage the exemplary demonstration driving effect, on April 6th, the Guangdong Provincial Government Information Office held a press conference on typical case studies (the first batch) of the Guangdong Hong Kong Macao Greater Bay Area Rule Connection Mechanism, introducing relevant information. This press conference was presided over by Deng Hong, Deputy Director of the Provincial Government Information Office.


The first batch of 20 typical cases announced

Zhu Wei, Deputy Director of the Provincial Development and Reform Commission and Executive Deputy Director of the Guangdong Greater Bay Area Office, introduced that according to the Work Plan for Selecting Typical Cases for the Connection of the Rules of the Guangdong Hong Kong Macao Greater Bay Area, 20 of the first batch of progressiveness, innovative and exemplary typical cases were selected on a merit basis, respectively:

1. Mutual recognition of cross-border credit reporting standards between Guangdong, Hong Kong, and Macao;

2. Hong Kong and Macao lawyers have achieved convenient practice in the nine mainland cities of the Greater Bay Area;

3. Realize cross-border allocation and use of financial research funds;

4. The "Bay Area Social Security Connect" promotes the deep integration and development of social security in Guangdong, Hong Kong, and Macao;

5. Innovate the cross-border vehicle registration model in the Guangdong Hong Kong Macao Greater Bay Area;

6. Guangdong, Hong Kong, and Macao jointly promote the "Bay Area Standard";

7. The Guangdong Australia New Channel (Qingmao Port) implements a "cooperative inspection and one-time release" self-service customs clearance;

8. The "Hong Kong Macao Medical Equipment Connect" assists in the construction of the Health Bay Area;

9. "Extraterritorial law investigation and clarification": technology empowerment to solve the problem of extraterritorial law investigation;

10. Exploration and standard formulation of the mutual recognition model for engineer qualifications in the Guangdong Hong Kong Macao Greater Bay Area;

11. The "Cross border Wealth Management Connect" promotes the two-way opening of the financial market;

12. Innovative Guangdong Hong Kong Macao Greater Bay Area Exclusive Critical Illness Insurance;

13. Innovate customs supervision models to facilitate the convenient clearance of air cargo;

14. Guangzhou innovatively builds the "Cross border Connection" platform for commercial registration in Guangzhou, Hong Kong, and Macao;

17. Jiangmen innovates the "zero clearance" mode for Hong Kong and Macao residents to handle mainland government affairs services;

18. Hengqin creates a new cross-border legal service model for Qin'ao;

19. The integration mechanism of Qianhai Innovation cross-border commercial legal rules;

20. Nansha innovates the Guangdong Hong Kong exchange and cooperation mechanism.

Next, we will accelerate the implementation of the "Hong Kong Car North" initiative, optimize the implementation of the "Social Security Connect" and "Talent Connect", further expand the scope of application of special policies such as the "Hong Kong Macao Medical Equipment Connect" and "Cross border Wealth Management Connect", accelerate the promotion of greater breakthroughs in work such as "Bay Area Standards", "Bay Area Certification", "Bay Area Connect", and professional qualification recognition, and form more visible, tangible, and tangible typical case results. In principle, in the future, the selection work will be organized once a year, a batch of typical cases will be launched, and the path and methods that can be learned and learned will be summarized and promoted in a timely manner. This will provide better demonstration and reference for various cities and departments in promoting the connection of rules and mechanisms, and work together to accelerate the construction of the Greater Bay Area.


Vigorously promote the "Bay Area Social Security Connect"

Xia Qing, a member of the Party Group of the Provincial Department of Human Resources and Social Security and Secretary of the Party Committee of the Provincial Social Security Bureau, stated that the main content of the "Bay Area Social Security Connect" is to establish and improve the public service system for social security in the Greater Bay Area, providing undifferentiated social security services for residents in Guangdong, Hong Kong, and Macao. As of the end of February 2023, a total of 306200 Hong Kong and Macao residents have participated in pension, work-related injury, and unemployment insurance in Guangdong, of which 35500 have enjoyed social security benefits.

To ensure that Hong Kong and Macao residents who participate in insurance in Guangdong enjoy the same treatment as Guangdong residents, 189 "Bay Area Special Windows" are established in the Pearl River Delta region, and 84 cross-border service outlets are opened in the Hong Kong and Macao regions. Guangdong social security services cover all administrative regions of Macau and 7 administrative divisions of Hong Kong. We are also building the "Bay Area Social Security Connect" online service platform on the Guangdong Government Service Network and Guangdong Provincial Affairs, which can not only handle 53 high-frequency Guangdong social security matters, but also provide social security services commonly used in Hong Kong and Macau, such as the Hong Kong "Comprehensive Social Security Plan" and "Guangdong Plan", as well as "proof of existence" and "allowance application" in Macau. In addition, Hengqin, Qianhai, and Nansha social security service cooperation demonstration zones have also been established. The goal of the "Bay Area Social Security Connect" is to achieve the Bay Area Connect, from the current cross-border operation of Guangdong Hong Kong and Guangdong Macao to the Guangdong Hong Kong Macao 

Three places jointly build and share the "Bay Area Standard"

Zhang Wenwen, a first level inspector and spokesperson of the Provincial Market Regulation Bureau, stated that "Bay Area Standards" refer to the collection of international standards, national standards, industry standards, local standards, group standards, and other types of standards jointly implemented in the Guangdong Hong Kong Macao Greater Bay Area after consultation and confirmation by relevant parties of the Guangdong Hong Kong Macao Greater Bay Area.

The three regions jointly build and share the "Bay Area Standard", and promote the interconnection of the Greater Bay Area through standard "soft connectivity"; Integrate important scientific and technological innovation achievements in the Greater Bay Area into the "Bay Area Standards", promote the coordinated development of technology, standards, and industries, and promote technology patenting, patent standardization, and standard industrialization; In key areas such as food safety, transportation, cultural tourism, and social security, we aim to benchmark the international first-class "Bay Area Standard", improve the quality of products, services, engineering, and environment in the Greater Bay Area, and create a high-quality living circle that is livable, suitable for business, and suitable for tourism. At present, a total of 110 standards are included in the "Bay Area Standards" list, covering 25 fields such as food, Cantonese cuisine, traditional Chinese medicine, transportation, elderly care, and logistics.


The "Cross border Wealth Management Connect" involves 2.666 billion yuan in investment

Guo Yunxi, member of the Party Committee and Vice President of the Guangzhou Branch of the People's Bank of China, stated that as of the end of February 2023, 31 banks in the nine mainland cities of the Guangdong Hong Kong Macao Greater Bay Area had participated in the pilot of the "Cross border Wealth Management Connect" business, providing relevant services to 43600 individual investors, involving 18600 cross-border fund transfers with a total amount of 2.666 billion yuan. Among them, RMB 2.097 billion was transferred from the "South to North" fund, and RMB 569 million was transferred from the "North to North" fund.

Currently, there are 12100 mainland investors participating in the "South link" and 31500 Hong Kong and Macao investors participating in the "North link". The number of investors from Hong Kong and Macao has increased by 1.3 times compared to the end of 2021, and the growth rate is 2.2 times that of mainland investors. Among the 31 pilot banks in mainland China, 8 have established business cooperation relationships with banking institutions in Hong Kong and Macau, and 20 have simultaneously opened "South link" and "North link" services. As of the end of February 2023, the market value balance of investment products purchased by individual investors participating in the "Cross border Wealth Management Connect" was 673 million yuan.


Building a "Cross border Connection" Platform for Business Registration in Guangzhou, Hong Kong, and Macao

Mou Zhiping, Deputy Director of the Guangzhou Development and Reform Commission and Executive Deputy Director of the Dawan District Office, stated that Guangzhou has carried out innovation in the registration reform of Guangzhou Hong Kong Macao commercial affairs in Huangpu District (Guangzhou Development Zone). The government, state-owned investment and investment companies, and commercial banks have collaborated to establish a full chain "cross-border communication" platform for commercial registration. We provide free "one-stop" services for Hong Kong and Macao investors, including policy consultation, cross-border circulation, business agency, seal engraving, and mailing of certificates and licenses, covering nearly 40 matters such as enterprise establishment, change, and cancellation. We have achieved 100% inclusion of commercial registration matters for foreign-funded enterprises in Hong Kong and Macao into the "Cross border Connect" service scope and have taken the lead in extending our services to countries and regions such as Singapore, Europe, and Israel.

The entire process of commercial registration for foreign-funded enterprises from Hong Kong and Macao in Huangpu has been reduced from an average of one and a half months to less than 9 days. As of the end of March this year, the registered capital of foreign-invested enterprises in the area has reached 321.203 billion yuan, a year-on-year increase of 45%.


Qianhai has launched a total of 765 institutional innovation achievements

Wang Jinxia, a member of the Party Working Committee of Qianhai Cooperation Zone and Deputy Director of Qianhai Management Bureau, stated that currently, Qianhai has launched a total of 765 institutional innovation achievements, including 75 nationwide replication and promotion, and more than 465 spontaneous replication and promotion across the country, becoming an important source of institutional innovation in the new era.

There are nearly 10000 Hong Kong funded enterprises in Qianhai, with a registered capital of over 1.02 trillion yuan. In 2022, the total import and export volume of Qianhai Port was 258 million yuan, an increase of 48.6%. The total import and export volume of the Comprehensive Bonded Zone was 235.2 billion yuan, and the cross-border income and expenditure of Qianhai Free Trade Account exceeded 400 billion yuan. The Qianhai Court has successively appointed 32 Hong Kong jurors, 16 Hong Kong, Macao, Taiwan, and foreign mediators to participate in the trial and mediation of Hong Kong and Macao related cases, and has tried 118 cases under Hong Kong law, ranking first in grassroots courts across the country. 522 Hong Kong and Macao professionals have completed cross-border practice registration or filing, and over 7500 Hong Kong residents work in Qianhai Hong Kong funded enterprises.
