Recently, four diesel engines from overseas smoothly entered the Dalian Bay Comprehensive Bonded Zone in a bonded manner for bonded maintenance, marking the official landing of the first engine bonded maintenance business in the Northeast region.

        Bonded Repair refers to the business model where enterprises transport high-value-added goods with damaged parts, functional failure, or quality defects from overseas into the comprehensive bonded zone for inspection and repair, and then re-export them overseas in a bonded manner.
        "Under this model, the imported equipment, parts used for repair, and related consumables are in a bonded state, which can effectively alleviate the company's capital occupation pressure, improve the efficiency of repair response, and is conducive to us further expanding the market for testing and repair services, attracting more domestic and foreign customers," said Manager Sun of Heiride (Dalian) Construction Engineering Machinery Repair Co., Ltd., which undertook this business.
        In the past, products such as old engines could not be imported for repair through general trade or bonded methods because they were included in the prohibited import目录. Recently, the Ministry of Commerce, the Ministry of Ecology and Environment, and the General Administration of Customs jointly issued the "Fourth Batch of Comprehensive Bonded Zone Repair Product Catalogue", which clearly allows enterprises in comprehensive bonded zones to carry out bonded repair business for high-value-added products such as aerospace, ships, and automobile engines.
        Seizing this opportunity, the Dalian Free Trade Zone Management Committee, together with the Dalian Customs, the Municipal Bureau of Commerce, and the Municipal Bureau of Ecology and Environment, has set up a project work group to provide full-process guidance for the bonded repair project of Heiride (Dalian) Construction Engineering Machinery Repair Co., Ltd. Through innovative measures such as "one-stop" approval, work order verification, and system interconnection, a series of issues such as project access, goods import, repair supervision, and infrastructure support have been resolved, achieving efficient landing and standardized operation of the first transaction, demonstrating the comprehensive advantages of the area in terms of institutional innovation, cross-departmental government services, and implementation execution.
        In the process of business promotion, the area fully played its "bonded + innovation" advantages, helping enterprises flexibly carry out global testing and repair business, further extending the service chain, and smoothing the entire chain of bonded repair goods from entry, warehousing, processing to exit. It fills the gap of engine bonded repair business in Northeast China. Subsequently, it is expected to drive the clustering of related industries such as testing, logistics, technology services, and spare parts supply, and promote the high-end development of the regional industrial ecology.
        The area will further expand the catalog and scale of bonded maintenance products based on the first order breakthrough, continuously optimize the supervision and service model, actively cultivate the "bonded +" industry cluster, promote the transformation and upgrading of the Dalian Bay Comprehensive Bonded Zone to a high-tech, high-value-added maintenance center, expand the radiation effect, cultivate new formats, explore new models, expand new markets, and better build a new pattern of foreign trade development.
