        The Plenary Session was presided over by the Standing Committee of the District Committee. The Plenary Session listened to and discussed a work report made by Comrade Leng Xuefeng, Secretary of the Party Working Committee of the Jinzhou District and Secretary of the Party Working Committee of the Jinzhou New District, on behalf of the Standing Committee of the District Committee (New District Party Working Committee), and deliberated and adopted the "Proposal of the Communist Party of China Jinzhou New District Work Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development of Jinzhou New District".         The Plenary Session considered that the Fourth Plenary Session of the 20th Central Committee of the Party was held at a critical period when the country is about to enter a new stage of basically realizing socialist modernization, and it is a very important meeting.
