November 10, 2025, the first Hong Kong-Macao talent visa in the province was issued in the Dalian Free Trade Zone. As one of the leading talents in the new energy industry of the zone, Han Fujiang, the chief engineer of Dalian Guochuang Hydrogen Energy Technology Co., Ltd., received a five-year multiple Hong Kong-Macao talent visa directly issued by the Dalian Free Trade Zone Immigration Affairs Service. At the same time, it also marks another important measure of the National Immigration Administration to support the construction of the free trade zone in our province.
It is introduced that in order to actively serve and promote high-level opening-up and high-quality development, the State Immigration Administration launched 10 innovative measures on November 3, including the expansion of the pilot implementation scope of the talent visa policy for Hong Kong and Macao, which was originally limited to Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area, and will now be extended to all free trade pilot zones across the country starting from November 5, 2025. With the implementation of the new policy, eligible outstanding talents, scientific researchers, cultural and educational talents, health and sanitation talents, legal talents, and other special talents in the free trade pilot zones can apply for multiple-entry Hong Kong and Macao talent visas with a validity period of 1 to 5 years, with a maximum stay of 30 days each time.
As a frontier position for the opening up of Northeast China, the Dalian Free Trade Zone has always regarded talent as the core resource to promote high-quality development. The talent visa policy for Hong Kong and Macao has been implemented in the zone, which will greatly promote in-depth cooperation in the fields of science and technology, finance, law, etc., between the zone and Hong Kong and Macao, and help build a more internationally competitive talent development ecosystem. Mr. Han Fujiang, who received the first visa, said: "This policy has removed the obstacles for us to carry out long-term and stable technical exchanges and scientific research cooperation with Hong Kong and Macao, and has truly opened up the institutional channel for high-level talent to carry out cross-border scientific research cooperation."
Under the leadership of the Jinxian New District Party Working Committee and the Management Committee, the Dalian Free Trade Zone and the Dalian Municipal Public Security Bureau Exit and Entry Administration Branch jointly built the Dalian Free Trade Zone Immigration Affairs Service Center with high standards in 2023. As an important part of the International Talent Port in Dalian Jinxian New District, the center has received more than 15,000 business consultations and nearly 7,500 foreigner visa documents since its opening, and has taken the lead in Northeast China to realize the "one window acceptance, linkage approval" of foreigner's work-related documents, and has handled more than 1,500 cases of work permits and residence permits in a linked manner, providing all-round and one-stop services for foreign talent and high-level talent.
