A Main tasks


Harbin focuses on the development of new generation of strategic emerging industries such as information technology, new materials, high-end equipment, biomedicine, modern service industries such as science and technology, finance, cultural tourism, and ice and snow economy in cold regions, building a highland for comprehensive cooperation with Russia and Northeast Asia, a national logistics hub connecting China and radiating Europe and Asia, and building a growth pole and demonstration area for all-round revitalization in Northeast China.


We will focus on six major tasks: accelerating the transformation of government functions, deepening reform in the investment sector, promoting trade transformation and upgrading, deepening opening and innovation in the financial sector, cultivating new drivers for the revitalization and development of the Northeast, and building an open and cooperative highland focusing on Russia and Northeast Asia.


B Development Objectives and Vision


After three to five years of reform and exploration, efforts have been made to build a pilot free trade zone with excellent business environment, convenient trade and investment, high-end industry cluster, perfect service system, and safe and efficient supervision, which plays a leading role in promoting regional cooperation with Russia and Northeast Asia, and promoting the all-round revitalization of Northeast China.


C Foundation and advantages


Harbin New Area is the 16th national level new area approved by the State Council on December 16, 2015, and the only national level new area with the theme of cooperation with Russia. It is a comprehensive functional area that undertakes major national development and strategic tasks of reform and opening up. After nearly four years of development, the following industrial bases and advantages have been formed:


◎ The location is advantaged by nature. Located in the forefront of the Great Wall City Cluster in Kazakhstan, it is an important node connecting the Sino Mongolian Russian Economic Corridor and the Eurasian international cargo transport corridor, as well as an aviation hub connecting Europe, Asia and North America. It is located in a 2-hour air traffic circle with the Russian Far East, Mongolia, Japan and South Korea. Shipping can be connected with the Russian Far East port, and can be connected with the international land sea linkage channel.


◎ Good industrial foundation. It is the largest modern industry cluster in Heilongjiang Province, with three national development zones. It has initially formed a pattern of competitive development of equipment manufacturing, food and medicine industries, new materials, new generation information technology, energy conservation and environmental protection industries, and modern service industries such as finance, science and technology services, tourism.


◎ Strong scientific and technological strength. It is an important technological innovation center and scientific research achievements transformation base in Northeast China. There are more than 100 national and provincial research and development institutions, and the national recognized high-tech enterprises account for nearly half of the province.


◎ Rich cultural tourism resources. It has beautiful Taiyang Island Scenic Area, 3 large-scale cultural tourism facilities, 4 international famous cultural tourism brands and 4 ecological scenic spots.


◎ Cooperation with Russia has achieved initial results. We have actively built six cooperation platforms with Russia and carried out all-round cooperation in the fields of Russian economy and trade, finance, culture, science and technology, tourism, humanities, education, etc. Every year, more than 300 college teachers and students in the New Area come to Russia for exchange and study, and nearly 200 Russian experts work in the New Area all year round. The country's first Sino Russian cross-border financial service center has been established, and the Sino Russian financial alliance has joined 72 financial institutions. China Russia cross-border e-commerce online payment platform has been established to access a variety of mainstream cross-border payment methods in Russia, providing comprehensive services for Russian enterprises to carry out settlement business.


◎ The development trend continues to improve. Since the approval, the New Area has shown a good trend of gradually accelerating its development, continuously optimizing its industrial structure, and significantly improving its quality and efficiency. In the first half of this year, the GDP of the New Area increased by 8.2%, which was higher than that of the whole city and the whole province. In addition, with the support of provinces and cities, the New Area itself has also introduced a series of supporting policies, focusing on upgrading the platform, optimizing the environment, introducing policies, improving the mechanism, opening the market and attracting talents.


D What breakthroughs will be made in the future?


1. System and mechanism: The management committee of Harbin area of the pilot free trade zone plans to adopt a small government and market-oriented operation mode to publicly select and hire a group of talents.


2. Transformation of government functions: plan to build a new administrative service hall in Harbin; On the basis of the "single window" of the national standard version, the local characteristic service function is added. Access to customs duty payment, export tax refund processing, foreign exchange collection and payment report, inspection and quarantine and other systems through link; Explore the establishment of a special zone for Russia and promote the docking with the Russian customs platform.


3. In terms of carrier construction: promote the establishment of special customs supervision areas in the area, and constantly improve the carrying function according to the needs of enterprises.


4. In terms of hub construction: take "railway, airport and ports along the river" as the platform, connect with the national "the Belt and Road" strategy, fully promote the construction of China Russia Mongolia economic corridor, build an international logistics center with Harbin as the core for Russia, Northeast Asia and even Eurasia, and promote the convergence of logistics, people flow, capital flow, information flow and the landing of goods. Encourage market players in the logistics industry to set up regional logistics headquarters base, warehousing logistics center, express sorting center and other logistics platforms in the area.  Relying on the advantages of logistics and location, study and establish the delivery center of bulk futures products.


Terminology: Pilot Free Trade Zone


The Free Trade Zone (FTZ for short) refers to a trade arrangement that is more favorable than the relevant provisions of the WTO in terms of trade and investment. Outside the customs territory of a sovereign country or region, a specific area is designated to allow foreign goods to enter and exit freely without tariff exemption. In essence, it is a tariff isolation zone adopting the free port policy. In a narrow sense, it only refers to the regions that provide tariff exemption for the import of raw materials and other goods required for processing and export in the zone, similar to export processing zones. Broadly speaking, it also includes free ports and transit trade zones.
