Anchoring the core area of Hangzhou Digital Free Trade Zone

In the first three quarters, Binjiang Block in the pilot free trade zone accounted for less than 16% of the area of the zone, contributing 39% of newly registered enterprises, 67% of taxes, 76% of import and export volume, and 93% of actually utilized foreign capital.


Recently, the Binjiang Block of Hangzhou Area of Zhejiang Pilot Free Trade Zone held the second anniversary of its approval and the conference on high-quality improvement and development of digital free trade, which proposed to stick to a blueprint to the end and anchor the core area of the "digital free trade zone" unswervingly.


Over the past two years, Binjiang Block has seized the institutional opening bonus of the pilot free trade zone, and has successively been approved as four national characteristic service export bases, including digital services, digital culture, intellectual property, and traditional Chinese medicine. It has pioneered the "enterprise innovation credit" model and the new model of "data intellectual property certificate and pledge financing", and the free trade sub branches have achieved centralized listing, The first batch of domestic and foreign currency integrated bank settlement account business and foreign exchange NRA account (domestic foreign exchange account of overseas institutions) will not be settled. Up to now, Binjiang Block has reported 78 experiences (achievements), 12 national initiatives such as enterprise innovation points, and more than 30 provincial and municipal free trade zone system innovation cases such as data intellectual property system reform. In the 2021 provincial free trade pilot zone annual construction effect evaluation, Binjiang Block will be assessed as excellent in the province and first in the city.


In the past two years, 11888 enterprises have been attracted to register in the pilot free trade zone, accounting for more than 60% of the Hangzhou area. The number of newly registered enterprises, the total amount of foreign capital actually used, the total amount of tax revenue and other indicators of the free trade zone are among the top in the province.


At the meeting, the High tech Zone (Binjiang) released the Action Plan for Hangzhou High tech Zone (Binjiang) to Build the First Digital Economy Zone, striving to achieve another rise in the digital economy by 2025, and further highlight the status of the "First Digital Economy Zone". The main business income of the core industries of the digital economy exceeded 600 billion yuan. The added value of the core industries of the digital economy accounted for about 80% of the GDP of the region. The total import and export of digital trade was 40 billion yuan. The R&D intensity of the core industries of the digital economy remained at about 10%. The number of national high-tech enterprises reached 3000, and the number of effective invention patents per 10000 people reached 500. Among them, in terms of the construction of digital free trade pilot zone, by 2025, the high-tech zone (Binjiang) will strive to have no less than 480 digital trade enterprises, 800 international patent applications and 350 billion yuan of cross-border payment transactions.
