Solidify implementation policies and innovative measures
"As the 'basic law' of the pilot free trade zone, the newly revised Regulations shoulder many important tasks of innovation. The new Regulations further clarify the management system of the pilot free trade zone, leaving room for subsequent reform, and pointing out the direction for the next innovation." Cao Zhengqing, deputy director of the Policy and Industrial Innovation Development Bureau of Tianjin Free Trade Zone, believes that the introduction of the Regulations is to solidify the implemented policies and innovative measures in the form of legal provisions, In particular, it will provide more perfect legal protection for the reform and innovation work of the Innovation and Development Bureau of the Free Trade Zone.
As the department leading the implementation of the revision of the Regulations, the Innovation and Development Bureau of the Free Trade Zone was born in response to the reform of the legal institutions of the Free Trade Zone and should innovate the system and mechanism. "One organization, one legislation". It is a necessary condition for the establishment of a statutory body to define its scope of responsibilities, legal status and other important contents through laws (regulations, rules). The Regulations clearly stated that the Administrative Committee of the Pilot Free Trade Zone should be encouraged and supported to innovate the system and mechanism, and a statutory body should be set up in the Administrative Committee of the Pilot Free Trade Zone to undertake corresponding administrative functions and implement enterprise management, specifically responsible for the system and policy research, industrial innovation and development of the Pilot Free Trade Zone.
Cao Zhengqing explained that after the revision of the Regulations, the functions and positioning of the Innovation and Development Bureau of the Free Trade Zone were clarified from the perspective of local laws and regulations to provide legal guarantee for better promoting system innovation and industrial development in the future. Now, with the approval of Tianjin Emission Rights Exchange and Tianjin (Binhai) Overseas Talents Offshore Innovation and Entrepreneurship base to build Tianjin Pilot Free Trade Zone linked Innovation Demonstration base, the number of Tianjin Pilot Free Trade Zone linked Innovation Demonstration bases has increased to 4.
At the same time, last year, China Singapore Tianjin Eco City and Binhai Hi tech Zone were officially listed as the Tianjin Pilot Free Trade Zone linkage Innovation Zone, which extended and expanded the free trade innovation scenarios and application fields.
