Build a high-level free trade park! Tianjin Free Trade Zone Issued the Implementation of RCEP Action

Recently, the Administrative Committee of China (Tianjin) Pilot Free Trade Zone issued and implemented the Action Plan for the High Quality Implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP) in China (Tianjin) Pilot Free Trade Zone (hereinafter referred to as the Action Plan). The Action Plan, based on the implementation of RCEP rules, actively formulated 20 key tasks in 8 aspects for the international economic and trade rules of elevation standards, in combination with the actual development of Tianjin Pilot Free Trade Zone, including joint efforts to promote the implementation of RCEP, improve the facilitation of goods trade, improve the development level of e-commerce, and deepen service trade cooperation.



The relevant person in charge of the Tianjin Pilot Free Trade Zone Policy and Industrial Innovation Development Bureau said that in order to implement the relevant decisions and arrangements of the CPC Central Committee and the State Council on the implementation of the Regional Comprehensive Economic Partnership (RCEP), accelerate the formation of new advantages in international economic competition and cooperation, lead and promote the high-level opening of the Tianjin Pilot Free Trade Zone, and benchmark international economic and trade rules with high standards, According to the Guiding Opinions on the High Quality Implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP) issued by six ministries and commissions, including the Ministry of Commerce, and in combination with the Measures of Tianjin for the High Quality Implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP), Tianjin Pilot Free Trade Zone drafted and formulated the Action Plan.


It is understood that the Action Plan will continue to expand and deepen regional economic and trade cooperation with RCEP member countries based on the actual situation of Tianjin Pilot Free Trade Zone, and strive to achieve higher cooperation level, higher input efficiency, higher supply quality and higher development resilience. The Action Plan proposes that the overall goal is to fully implement the RCEP economic and trade rules and standards, promote a more sound inter regional cooperation mechanism, deepen market integration, and improve the business environment. Promote the free flow of investment, trade, finance, transportation, personnel and other factors in Tianjin Pilot Free Trade Zone, promote the safe and orderly flow of data among regions, achieve more flexible and efficient resource allocation, and build a world-class free trade park.


The Action Plan is clear, and the key tasks are divided into 8 aspects, with a total of 20 items.


Among them, the first is to jointly promote the implementation of RCEP, including establishing a working mechanism for cross sectoral cooperation, improving the application of international economic and trade rules, and carrying out all-round publicity and training.


The second is to improve the trade facilitation of goods, including further optimizing the customs clearance service of goods, promoting the application of rules of origin, and expanding the trade scale of mechanical and electrical products.


Third, improve the development level of e-commerce, including promoting the innovative development of cross-border e-commerce and supporting the construction and layout of overseas warehouses.


Fourth, deepen the cooperation in service trade, including accelerating the innovation pilot of service trade and improving the development level of digital trade.


The fifth is to improve the level of financial opening up, including three aspects: improving the international service capacity of local financial institutions, supporting the further opening up of the financial industry, and improving the role of RMB settlement in supporting the development of trade and investment.


Sixth, build a strategic pilot area for the China Japan ROK Free Trade Zone, including deepening cooperation with Japan and the ROK in economic and trade rules and promoting trade and investment docking with Japan and the ROK.


Seventh, strengthen regional economic and trade cooperation, including strengthening the effectiveness of investment attraction and building a multi-level economic and trade cooperation network.


Eighth, actively create a first-class business environment, including strengthening the protection of intellectual property rights, optimizing the environment for foreign-related legal services, and carrying out pressure tests on systems and rules.


It is reported that in order to effectively ensure the effective implementation of the Action Plan, the Tianjin Free Trade Zone will set up a leading group, with each region, the Joint Innovation Zone and relevant departments as member units. At the same time, each district, linkage innovation zone and relevant departments will also strengthen departmental linkage and collaborative innovation, implement the plan according to the division of responsibilities, formulate practical and effective work measures, and implement all work to achieve actual results.
