Recently, with the support of the Jinpu New District Housing and Urban-Rural Construction Bureau and the Jinpu New District (Jinzhou) Ecological Environment Bureau, under the supervision of the Dalian Customs under the Dalian Customs, 100 tons of expired and spoiled bonded goods in the Dalian were successfully completed in a centralized and ecological destruction disposal. This marks the successful implementation of the new model of centralized and ecological destruction of bonded goods in the Dalian Free Trade Zone.
Original model:
When inspecting and investigating the enterprises in the Dalian Free Trade Zone, it was found that some small and medium-sized enterprises in the Dalian Comprehensive Bonded Zone of Dalian Free Trade Zone had problems such as the long-term accumulation of expired bonded goods and a large number of small batch goods urgently needed to be destroyed. Under the original model, each enterprise needs to "apply for one thing" to carry out the destruction, which not only requires a lot of time to find a suitable destruction enterprise, but also requires each enterprise to bear the destruction cost alone, and the destruction cost is high.
New Model:
In response to the characteristics of food, cosmetics, and other expired bonded goods in the area, such as scattered sources, few batches, and small quantities, the Dalian Free Trade Zone and the Dalian Yawang Port Customs jointly innovated and launched a new model for the centralized and ecological destruction of bonded goods:
1. Establishing an information-sharing "pool" for more than 60 enterprises in the comprehensive bonded zone, systematically summarizing the information of goods to be destroyed, and improving the efficiency of resource allocation.
2. Through the establishment of an electronic pooling archive "one order, one record", the destruction process is fully traceable and traceable.
3. Units such as municipal, environmental protection, and customs have formed an expert group, established a "customs-enterprise" tripartite coordination mechanism, provided full-cycle guidance for enterprises, including policy consultation, process optimization suggestions, and compliance pre-reviews, and "tailor-made" scientific, compliant, and economical destruction plans for goods to be destroyed.
Under the new model of centralized destruction, two or more enterprises with similar destruction needs can jointly apply to the customs, which will complete the destruction approval, bonded verification, and other processes at one time, and then hand it over to the "white list" enterprises for unified destruction. The whole process is open and transparent. The new model can compress the approval time and the operation cycle, and significantly reduce the comprehensive cost of time, labor, and logistics for enterprises. It is understood that a total of 12 enterprises participated in this centralized destruction of bonded goods, saving a total of 600,000 yuan in costs for enterprises.
The next step is to take the needs of enterprises as the guide, continuously promote the optimization and upgrading of the business environment, effectively improve the quality and efficiency of serving enterprises, and contribute to the high-quality development of Dalian's foreign trade with the power of the free trade zone.
