Guangdong Free Trade Zone Guangzhou Linkage Development Zone Releases "Roadmap"

Recently, the Implementation Plan for the Construction of Guangzhou linked Development Zone in China (Guangdong) Pilot Free Trade Zone (hereinafter referred to as the Implementation Plan) was issued and implemented with the consent of the Guangzhou Municipal Government, making arrangements for the high-quality construction of Guangzhou linked Development Zone in China (Guangdong) Pilot Free Trade Zone (hereinafter referred to as the "Guangzhou linked Development Zone").


The Implementation Plan specifies that Guangzhou linked Development Zone should be built into a "provincial reform and innovation pioneer, innovative modern industry cluster and high-level platform for opening to the outside world", while actively copying and promoting reform and innovation experience, continuously optimizing the business environment of the linked Development Zone, and vigorously promoting the industrial development of the linked Development Zone A total of 16 tasks were proposed in five aspects, including exploring industrial linkage with Guangdong Pilot Free Trade Zone and constantly improving the level of collaborative innovation with Hong Kong and Macao, and were refined into 100 measures to comprehensively deploy and promote the construction of the linkage development zone.


Guangzhou linkage Development Zone covers a total area of 118.783 square kilometers, including four areas: artificial intelligence and digital economy area of 58.463 square kilometers, China Singapore Guangzhou Knowledge City area of 25 square kilometers, airport area of 20.82 square kilometers, Nansha area of 14.5 square kilometers, covering the pilot area dominated by artificial intelligence and digital economy, the core area of emerging industries focusing on medical innovation and semiconductor Airport economic zone and global marine science and engineering innovation center relying on shipping and logistics.


The Implementation Plan details the development objectives of the four regions.  Among them, the experimental linkage development zone of artificial intelligence and digital economy will focus on building a high-level research institute cluster in the Guangdong Hong Kong Macao Greater Bay Area, a national level information and innovation industry base, and a blockchain development pilot demonstration zone; The Sino Singapore Guangzhou Knowledge City Joint Development Zone will focus on creating a new highland for knowledge creation, an international talent free port, a source of innovation in the Bay Area, and an open cooperation demonstration zone; The airport linkage development zone will work together to create a more stable, fast and convenient air rail, sea rail intermodal transport import and export channel, and build an international multimodal transport center and an international logistics distribution center; Nansha Science City linkage Development Zone will build a global marine science and engineering innovation center, and promote the formation of a global marine engineering innovation center and a high-end scientific and technological innovation resource cluster.


According to the Implementation Plan, Guangzhou linked Development Zone will take the lead in replicating and promoting the advanced experience of the pilot free trade zone, and put forward a number of supporting tasks and measures in terms of making good use of policy dividends, optimizing the business environment, promoting industrial development, and coordinating innovation between Hong Kong and Macao, so as to achieve policy linkage, industrial linkage, and innovation linkage with the pilot free trade zone. Each region will take the initiative to make full use of policies and formulate tasks and measures; The municipal departments will take the initiative to connect and serve in the front, and take hard and practical measures to support the development of the linkage zone.
