Case 3: Pilot project of land advance notice registration and transfer system

Caofeidian Area In order to improve the allocation efficiency of existing land resources in the area and revitalize the use of existing land, the District Natural Resources and Planning Bureau, based on the unified real estate registration system, conducted in-depth research on the use of existing construction land for development and construction, and took the lead in implementing the pre-announcement registration and transfer of construction land use rights system, completed the first advance notice registration transfer business in the province, activated the use value of the stock land in the area, accelerated the progress of the project start procedures, and promoted urban development and construction.
By standardizing the pre-announcement registration and transfer system of construction land, for construction land that cannot be transferred due to development progress, capital chain and other factors that do not reach 25% of the total development investment, in accordance with the principle of "investment first and then transfer", both parties to the transaction can sign the transfer contract. To handle advance notice registration, go through relevant approval procedures for follow-up project construction with the "announcement registration certificate", and complete the registration of real estate transfer after the land use meets the statutory transfer requirements. At the same time, an "Internet + real estate registration" trading platform will be built to realize the traceable and rational basis for the advance notice registration system. Improve government services and special risk supervision and prevention systems, and provide strong institutional and mechanism support for the practice of the advance notice registration system. Up to now, it has handled the pre-announcement registration of the transfer of state-owned construction land use rights for two enterprises in the area, revitalizing about 730,000 square meters of stock land resources.
