The construction of pilot free trade zones is an important strategic measure of the Party Central Committee with Comrade Xi Jinping at the core to promote reform and opening up in the new era, and it is a milestone in the process of my country's reform and opening up. In order to thoroughly implement the spirit of the 19th CPC National Congress and the 2nd, 3rd, 4th, 5th, and 6th Plenary Sessions of the 19th CPC Central Committee, conscientiously implement the decision-making arrangements of the provincial party committee and the provincial government, and better support and serve the innovation and development of the Hebei Pilot Free Trade Zone, To create a new highland for reform and opening up in the new era, the following measures are put forward in combination with the actual business work.
1. Cultivate new formats and new models to promote innovative development of foreign trade
1. Benchmark international advanced economic and trade rules. Conscientiously implement the free trade zone strategy, support each area to seize the opportunity of RCEP coming into effect and my country's application to join the CPTPP, actively promote the opening of rules, regulations, management standards and other systems, make good use of the "zero tariff" arrangement and the principle of accumulation of origin, and stabilize and strengthen Regional industrial chain supply chain; promote the establishment of an efficient government procurement and bidding system, strengthen the protection of intellectual property rights, and improve the transparency of public resource allocation.
2. Actively explore the markets of RCEP member countries. Encourage enterprises in the area to make good use of the preferential policies of the free trade agreement, and deeply cultivate the markets of developed economies such as Japan and South Korea. Increase the intensity of RCEP special training, give priority to training full-time and part-time FTA seed trainers for each area. Support the cooperation between Zhengding Area and Guangxi International Expo Group, explore and plan to establish the Zhengding sub-venue of China-ASEAN Expo, and build a new platform for industrial cooperation with RCEP member countries. Support the Caofeidian area in organizing the RCEP·Hebei Cooperation and Development Forum, and create a new window for economic and trade cooperation with Japan and South Korea.
3. Accelerate the construction of an open innovation platform. Support the Caofeidian area to give full play to the advantages of a large natural port and expand the import of bulk commodities such as iron ore, coal, timber, natural gas, and grain. Support Shijiazhuang to build an import drug port, and actively carry out import and export business of drugs and medical devices. Support the Shijiazhuang Comprehensive Bonded Zone to carry out relevant bonded business relying on the designated ports of the Diamond Kimberley Process International Certification System. Support qualified areas to apply for the establishment of designated supervision sites for the entry of fruits, seeds and seedlings, edible aquatic animals, meat, chilled aquatic products and other special commodities. Support the Caofeidian area to actively develop the second-hand car export business, and explore the establishment of supporting service systems such as testing, customs declaration, warehousing and logistics, and financial credit insurance that adapt to the characteristics of second-hand car export.
4. Vigorously develop cross-border e-commerce. Support the development of cross-border e-commerce comprehensive pilot zones in Shijiazhuang, Tangshan, Xiong'an New Area and Langfang cross-border e-commerce retail import pilot, and "dual-zone linkage" with the free trade pilot zone to accelerate the cultivation and introduction of a number of cross-border e-commerce platforms, business operators operators and supporting service providers, and build a group of cross-border e-commerce industrial parks with strong radiation, high energy level and characteristics. Encourage each area to make overall planning, introduce and cultivate 1-3 cross-border e-commerce incubation bases and incubation centers, provide differentiated incubation services according to the development needs of different types and sizes of cross-border e-commerce enterprises, and promote start-ups and small and micro businesses. Enterprises become bigger and stronger.
5. Build high-quality public overseas warehouses. Support each area to vigorously explore the international market in countries and regions along the “Belt and Road” and RCEP member countries, and promote the construction of a number of public overseas warehouses by backbone enterprises in key industries. Promote intelligent and digital transformation of overseas warehouses, and provide services such as customs clearance, warehousing and distribution, marketing display, return and exchange, and after-sales maintenance for foreign trade enterprises in the area. Guide relevant areas to explore the new cooperation model of "overseas warehouse + China Railway Express", create a logistics channel compatible with the development of overseas warehouses, and expand service functions.
6. Explore bonded maintenance business. Encourage the introduction and cultivation of bonded maintenance enterprises in each area to carry out bonded maintenance business for rail transit, construction machinery, CNC machine tools, communication equipment, precision electronics and other high-tech, high value-added products that meet environmental protection requirements. Enterprises in the Pilot Free Trade Zone are allowed to explore the bonded maintenance business with "both ends outside" in accordance with the catalog of maintenance products in the comprehensive bonded area after performing relevant evaluation procedures and obtaining a license.
