Recently, the Implementation Plan for the Construction of Guangzhou linked Development Zone in China (Guangdong) Pilot Free Trade Zone (hereinafter referred to as the "Implementation Plan") was issued and implemented with the consent of the municipal government, making arrangements for high-quality construction of Guangzhou linked Development Zone.
The Implementation Plan thoroughly implements the requirements of Guangdong Province for the construction of the Joint Development Zone, gives full play to the advantages and characteristics of the Guangzhou Joint Development Zone, grasps the construction opportunities of three major cooperation platforms, namely, the Guangdong Hong Kong Macao Bay Area, Hengqin, Qianhai and Nansha, and makes it clear that the Guangzhou Joint Development Zone will become the "provincial reform and innovation pioneer, innovative modern industry cluster and high-level platform for opening up to the outside world". At the same time, the Implementation Plan clearly proposed 16 tasks from five aspects, including actively copying and promoting reform and innovation experience, continuously optimizing the business environment of the linkage development zone, vigorously promoting the industrial development of the linkage development zone, exploring industrial linkage with Guangdong Pilot Free Trade Zone, and constantly improving the level of collaborative innovation with Hong Kong and Macao, and refined them into 100 measures to comprehensively deploy and promote the construction of the linkage development zone.
With the approval of the provincial government, Guangzhou linkage Development Zone covers a total area of 118.783 square kilometers, covering four areas: artificial intelligence and digital economy area of 58.463 square kilometers, Sino Singapore Guangzhou Knowledge City area of 25 square kilometers, airport area of 20.82 square kilometers, and Nansha area of 14.5 square kilometers.
It is reported that the Guangzhou linked Development Zone covers the pilot area dominated by artificial intelligence and digital economy, the core area of emerging industries focusing on pharmaceutical innovation and semiconductor, the airport economic zone relying on shipping and logistics, and the global marine science and engineering innovation center.
Among them, the Artificial Intelligence and Digital Economy Zone is located in the Guangzhou Artificial Intelligence and Digital Economy Pilot Zone, which is concentrated in the contiguous areas on both sides of the Pearl River, including Pazhou, Tianhe and Yuzhu, covering three administrative regions, namely Haizhu, Tianhe and Huangpu, with an area of 58.463 square meters. Guangzhou Artificial Intelligence and Digital Economy Experimental linkage Development Zone will focus on building a high-level research institute cluster in Guangdong Hong Kong Macao Greater Bay Area, a national level information and innovation industry base, and a blockchain development pilot demonstration zone.
The Sino Singapore Guangzhou Knowledge City area covers an area of 25 square kilometers, including the Sino Singapore Guangzhou Knowledge City International Biomedical Innovation Park, Bay Area Semiconductor Industrial Park, the core economic belt around the Jiulong Lake Headquarters, the Sino Singapore International Science and Technology Innovation Cooperation Demonstration Zone, the New Generation Information Technology Innovation Park and the Guangzhou Knowledge City Comprehensive Tax Protection Zone. The Sino Singapore Guangzhou Knowledge City Joint Development Zone will focus on creating a new highland for knowledge creation, an international talent free port, a source of innovation in the Bay Area, and an open cooperation demonstration zone.
The airport area covers the central area of the Baiyun Airport Comprehensive Bonded Zone, the terminal building in the south of the airport, the Central Business District, the headquarters economic zone, etc., including 11.8 square kilometers in the north and 9.02 square kilometers in the south, with a total area of 20.82 square kilometers. The Airport linked Development Zone will work together to create a more stable, fast and convenient air rail, sea rail intermodal transport import and export channel, and build an international multimodal transport center and an international logistics distribution center.
As for Nansha Science City, it covers three areas, namely the north of Longxue Island, Nanshawan Huigu on the east side of Fuzhou Avenue, Pearl River Science Park and Pearl River Industrial Park, with an area of 14.5 square kilometers. Nansha Science City linkage Development Zone will build a global marine science and engineering innovation center, and promote the formation of a global marine engineering innovation center and a high-end scientific and technological innovation resource cluster.
Build a bridgehead of the national "Belt and Road" initiative and a "pilot field"
It is reported that the Implementation Plan has the following characteristics:
First, strengthen the core engine function of the Guangdong Hong Kong Macao Greater Bay Area. The joint development zone will further promote the construction of the "two zones", the construction of a major strategic platform for comprehensive cooperation between Guangdong, Hong Kong and Macao in Nansha and the construction of two cooperation zones, Hengqin and Qianhai, actively expand economic and trade cooperation and exchanges with countries along the "Belt and Road", and build a bridgehead of the national "Belt and Road".
The second is to build a pilot field. The linkage development zone will take the lead in replicating and promoting the advanced experience of the pilot free trade zone, and put forward a number of supporting tasks and measures in terms of making good use of policy dividends, optimizing the business environment, promoting industrial development, and coordinating Hong Kong and Macao innovation, so as to achieve policy linkage, industrial linkage, and innovation linkage with the pilot free trade zone.
Third, adhere to the city's "one game of chess". Each district in the linkage development zone will take the initiative to make full use of the policies and formulate detailed tasks and measures; The municipal departments will take the initiative to connect and serve in the front, and take hard and practical measures to support the development of the linkage zone.
Fourth, based on the actual goals. At the municipal level, it is proposed to build itself into a leading place for reform and innovation in the province, an innovative modern industry cluster, and a high-level platform for opening up to the outside world. Each district proposes to build a blockchain development pilot demonstration area, an international intellectual property service highland, a world-class airport, a core area for the development of emerging industries cluster, and other high-quality development goals in line with its own positioning.
It is reported that Guangzhou Municipal Bureau of Commerce will work with relevant municipal departments to promote the implementation of the Implementation Plan, strengthen the guidance, coordination, tracking and supervision of each area in the linkage development zone, and ensure the effectiveness. At the same time, we will further strengthen the docking with the Provincial Free Trade Office, jointly build a platform for the construction and development of the linkage development zone, further improve the linkage development policies and measures, inject new vitality into the innovative development of Guangzhou, expand new space for the reform and innovation of the pilot free trade zone, and explore a new path for the coordinated development of the province and regions.
