It is reported that, with the strong promotion of customs innovation measures such as the "Great Bay Area Composite Port", the Qianhai Shekou Area of Guangdong Free Trade Zone has been developing vigorously since 2022. Facing the impact of the epidemic, the foreign trade in the Free Trade Zone has still achieved high growth. According to statistics, from January to July 2022, the import and export value of customs registered enterprises in the Qianhai Shekou area of Guangdong Pilot Free Trade Zone was 134.21 billion yuan, up 29.6% year on year; The import and export containers of ports in the western port area reached 7.244 million TEUs, up 6.0% year on year. Up to now, there are 10036 customs registered enterprises in the Qianhai Shekou Free Trade Zone, an increase of 4.8 times compared with the initial establishment of the Qianhai Shekou Free Trade Zone in 2015.


Shenzhen Customs fully implemented the requirements of the General Administration of Customs to promote stability and quality of foreign trade, actively served enterprises, launched 65 customs free trade innovation initiatives, and continued to optimize the business environment of the ports in Qianhai Shekou District. The innovative "Great Bay Area Composite Port" model effectively promotes the rapid circulation of logistics elements in the Great Bay Area, cooperates with other customs in the province to complete the declaration and inspection procedures at one time by sharing port codes, and relies on blockchain, Internet of Things and other technologies to carry out the whole process supervision, so as to achieve the integration of hub port and branch port operations, realize the "all-weather" waterway allocation of goods between the ports in the Bay Area, and ensure 24-hour transportation, Seamless connection between river and sea logistics.


Through the combination of ports, the supervision link of customs clearance and inspection can be extended to the ports along the river, which is conducive to solving customs clearance problems for manufacturing enterprises in a timely manner, adapting to the actual needs of enterprises, and making full use of the logistics resources such as warehousing, loading and unloading of ports along the river. According to statistics, at present, there are 19 routes of "Great Bay Area Composite Port" with the western port area as the hub port, and the total throughput is nearly 190000 TEUs.


"After taking the" express train "of the combined port, we only need to go through the customs formalities once throughout the whole journey. The customs clearance time, the overall logistics time and the transportation cost have been greatly reduced, and the manifest entry fee can be exempted, which has brought great convenience to our foreign trade enterprises." Speaking of this reform, the customs declaration director of a company in Shunde, Guangdong said.


The "Great Bay Area Combined Ports" model can give full play to the overall effect of the "one chess game" of water transport in the Great Bay Area with Shenzhen Port as the core, effectively promote the deep integration of international shipping resources of Shenzhen Hub Port and the cargo sources of manufacturing industry in the hinterland of Pearl River Delta ports, promote the integration and complementation of port resources in the Great Bay Area and the rational allocation of factors, and comprehensively enhance the overall competitiveness of the Great Bay Area port group. According to statistics, this model can save 24 million yuan of customs declaration costs for enterprises every year, and reduce more than 45 million yuan of container costs for liner companies. Meanwhile, the average storage period of goods is shortened from 5-7 days to less than 2 days.
