Since its establishment in 2015, Guangdong Pilot Free Trade Zone has accumulated 584 system innovation achievements, copied and promoted 41 national and 146 provincial reform and innovation experiences.
Throughout the country's respective trade pilot zones, the economic indicators of Guangdong Pilot Free Trade Zone are also in the forefront, with annual tax revenue of more than 100 billion yuan, foreign trade import and export of nearly 2 trillion yuan, and actual utilization of foreign capital of more than 55 billion yuan. It can be said that the results are gratifying.
However, from another perspective, from the perspective of the overall situation of innovation and reform in Guangdong, the Guangdong Hong Kong Macao Greater Bay Area and even the whole country, it is also faced with the urgent need to replicate and promote these innovative achievements to a larger space to "take root and bear fruit". The establishment of the linkage development zone came into being.
In terms of construction content, the linkage development zone has five tasks around the "three linkages". Zhang Jinsong, Director of Guangdong Provincial Department of Commerce and Director of the Free Trade Office, introduced that three of the major tasks focus on reform and innovation. To put it simply, they are: copying experience, linking innovation and striving for pilot projects.
First, let's talk about the experience of copying. The complete statement is "copying and promoting the reform and innovation experience of the pilot free trade zone in the form of a list". Yue Pingjun noticed two key words, "list type" and differentiation.
"List type" means that the promotion of innovation experience will be more systematic and more extensive. At present, 62 reform and innovation items have been sorted out and will be copied and promoted in the linkage development zone, involving four areas, including investment facilitation, trade facilitation, financial innovation and rule of law services.
However, the economic development of various regions is different, and they are all based on "single" strategy, which inevitably leads to acclimatization. Therefore, it is necessary to differentiate the linkage development zones of 13 cities to form a copy and promotion list with different characteristics. Among the 62 items, some cities are preparing to implement more than 50 items and some are implementing more than 40 items. In this way, it is more suitable for the development of various regions and can improve the effectiveness of promotion.

In addition to replicating and promoting experience in the form of a list, we will also carry out linkage innovation to explore systematic and integrated reform and innovation.
How to understand? From the perspective of disassembly, "linkage innovation" is a means to explore "systematic and integrated reform and innovation". The implication is that reform often "affects the whole body with one development". only by emphasizing systematic thinking and proceeding from the overall situation can reform and innovation be better promoted. However, it is difficult to achieve this by relying solely on the pilot free trade zone itself.
In other words, the relationship between Guangdong Free Trade Zone and the linkage development zone is not only a one-way "learning", but also a linkage innovation. In particular, in the areas of optimizing the business environment, free and convenient investment and trade, financial openness and innovation, and in-depth cooperation between Guangdong, Hong Kong and Macao, the two sides should work together to explore the formation of cross regional, cross sectoral, cross tiered, broader scope, higher industrial integration, and reform and innovation experience rich in local characteristics.
Finally, Guangdong will also actively strive to implement relevant special pilot policies of Guangdong Pilot Free Trade Zone in the linkage development zone. For example, the State Council recently granted 19 investment and trade facilitation measures to the pilot free trade zone, and the provincial government has delegated three batches of 134 provincial authorities to the pilot free trade zone.

How to arrange the 13 cities?
According to the work plan, each city should choose an economic functional area with perfect local management system, good industrial foundation and great development potential. The area should be relatively centralized, no more than three blocks in principle, and the area should not exceed 120 square kilometers.
Taking the linkage development zone of Zhanjiang, a provincial sub central city, as an example, it covers a total of 119.58 square kilometers of Zhanjiangwan District, Xuwen District and Leizhou District.
