Hua Yuan, Secretary General of the Council and Director of the Executive Committee of the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone (hereinafter referred to as the Yangtze River Delta Integrated Demonstration Zone), Deputy Secretary General of Shanghai Municipal Government and Director of the Municipal Development and Reform Commission, introduced at the meeting that there were 17 supporting policies for the second batch of the demonstration zone in two provinces and one city. From the perspective of the fields involved in cross provincial policy coordination, these 17 policies can be summarized into ten aspects: first, enabling scientific and technological innovation. Second, the stock assets were revitalized. Third, the pilot project of carbon inclusive joint construction. Fourth, land space utilization. Fifth, the business environment was optimized. Sixthly, education develops in coordination. Seventh, the rational flow of talents. Eighth, law enforcement and judicial coordination. Ninth, the general office of police service. Ten is to explore the path of common prosperity.
Among them, the first and second supporting policies are aimed at injecting new momentum into the high-quality development of the demonstration zone, including supporting Qingpu, Wujiang and Jiashan to build trans provincial high-tech development zones in the mode of "one zone with multiple parks", and on this basis jointly applying for the establishment of national high-tech development zones.
Huayuan said that the key work of the 2022 Demonstration Zone issued by the Third Office of the State Council of the People's Republic of China has clearly defined that it is necessary to "accelerate the construction and layout of the Yangtze River Delta National Technology Innovation Center in the Demonstration Zone". Relevant research institutions, universities, social organizations, and market entities also have strong cooperation needs in the Yangtze River Delta scientific and technological innovation, industrial transformation and upgrading. These policies are conducive to further mobilizing research institutes and enterprises to cooperate in building innovation carriers in the demonstration zone, promoting the deep integration of industry, education, research and use, providing policy support for the subsequent efforts to establish the Yangtze River Delta National Technology Innovation Center Demonstration Sub center, and further improving the technological innovation policy source capacity of the demonstration zone.
Focusing on the revitalization of existing assets, Article 3 of Several Policies and Measures proposes to promote the coordinated development of REITs in the infrastructure of the demonstration zone.
Huayuan said that this is to focus on implementing the requirements of the state, two provinces and one city on strengthening the coordinated development of REITs in the Yangtze River Delta infrastructure, increase the vitality of the stock asset market, and first try to broaden the investment and financing channels for the construction of the demonstration zone. With the corresponding policy support, the construction of the demonstration area, especially the construction of the "one hall and three areas" key areas, will not only have the advantages and conditions of cooperation first, but also play an exemplary and leading role in the Yangtze River Delta.
Focusing on carbon inclusive construction, Article 4 of Several Policies and Measures proposes to promote the joint construction of carbon inclusive mechanism in the Yangtze River Delta to be a pilot project in the demonstration area, which is not only highly consistent with the ecological green orientation of the demonstration area, but more importantly, it will explore to promote the co construction of carbon inclusive rules, mutual recognition of standards, information sharing and mutual recognition of projects with the demonstration area as the carrier, and gradually expand the scope of joint construction, Finally, we will build a carbon inclusive system in the Yangtze River Delta region featuring "co construction of rules and unified standards".
