In order to steadily improve the awareness and perception of preferential enterprise policies and continue to optimize the business environment, Pudong New Area will take the lead in establishing the "One Network Office for Enterprise Policies" in the city in 2019. The platform has set up four modules, namely, "Policy List", "Policy Declaration", "Policy Query" and "Policy Consultation", covering three levels of the country, Shanghai and the New Area, including financing services, scientific and technological innovation There are 8 categories and 98 policies, including talent service, industrial development, rural development, green development and innovation mechanism, which realize the functions of enterprise policy inquiry and acceptance, and achieve the goal of "access to one network and accessibility".
The Pudong New Area, guided by the needs of enterprises and based on the principle of facilitating enterprises to handle affairs efficiently, has established the goal of "thousands of enterprises, thousands of faces, and accurate services", and has made every effort to promote the development and construction of "Pudong enterprise exclusive website". Focusing on the goal of "exclusive service is to achieve personalization, precision and intelligence", "Pudong Enterprise Exclusive Website" focuses on creating three functional modules: "customized service", "exclusive policy service" and "exclusive waiter". From the perspective of enterprise users, analyze, study and judge the potential individual needs of enterprises, actively promote exclusive services, effectively reduce on-site consulting, multiple round-trip modifications and other situations, so that enterprises can obtain the most accurate services in the most convenient way. At the same time, according to the data used by enterprises for many times, enterprise information can be gradually improved, data coverage can be expanded, enterprise information can be effectively updated and collected, which makes it easier for enterprises to handle business and flexibly call data, and provides a data basis for "reducing materials, reducing certificates" and "not running at all".
In order to more accurately push various enterprise policies, in May 2017, the New Area launched the WeChat public account of "Pudong Enterprise Policy Online", and set up the functions of policy interpretation, policy acceptance, policy query, etc. to enable enterprises to obtain policy information in real time and conveniently. As a WeChat official account for pushing district level enterprise policies, at present, "Pudong Enterprise Policies Online" releases more than 5 policy information at the national, Shanghai, Pudong New Area and other levels every working day, with a cumulative push of more than 6000. The public account has attracted more than 27000 people, and has been widely forwarded by various streets, towns, parks and other WeChat signals. While realizing timely, effective and diversified push policies, WeChat appropriately added "a list of weekly policy declaration", "countdown of policy declaration", authoritative interpretation of key policies, and strive to achieve new content, diverse forms, and continuous innovation. While doing a good job of online policy publicity platform, relying on offline policy publicity activities, the "Enterprise Policy Lecture Hall" series of activities is held more than 30 times every year, which has driven more than 70 policy interpretation activities organized by various parks, incubators and service institutions in Pudong New Area, and served more than 10000 enterprises. The policy manuals such as the Guidelines for Enterprise Policy Compilation and Application Services and the Policy Guidelines for Science and Technology Development Fund in Pudong New Area have been compiled and distributed throughout the year, benefiting more than 8000 small and medium-sized enterprises.
In accordance with the requirements of the Implementation Plan on the Construction of Shanghai Enterprise Service Platform, Pudong New Area actively publicizes and promotes "Pudong New Area Enterprise Service Cloud Flagship Store", focuses on the concerns of enterprises, highlights the key points according to different development stages and characteristics of enterprises, and does a good job of "bottom shopping". At present, 171 registered service organizations actively carry out various enterprise services relying on the "flagship store of enterprise service cloud in Pudong New Area". 12791 enterprises have registered in the service cloud in Pudong New Area, and 402 service products have been released, involving policy consultation, enterprise registration, listing services, enterprise problems and other aspects, so as to truly enable enterprises to have access to complaints, policy applications and professional services.
In the next step, according to the work requirements of the Pudong District Party Committee and the Pudong District Government, we will continue to deepen the services for small and medium-sized enterprises, continue to promote the implementation of various policies, make full use of the functional platform of the "Joint Conference on Enterprise Services" in the urban area, give play to the role of the conference linkage mechanism, strengthen the coordination of departments, enhance the joint force of work promotion, and play a good role in promoting the development of small and medium-sized enterprises.
