In order to continuously optimize the development environment of the China (Hebei) Pilot Free Trade Zone and promote high-quality development, the provincial government has decided to delegate a number of provincial administrative licensing items to each area of the China (Hebei) Pilot Free Trade Zone, including: 3 items in the Xiong’an area, 4 projects in Zhengding area, 11 projects in Caofeidian area, and 7 projects in Daxing Airport area. In order to ensure that all decentralization matters are connected and implemented in place, the relevant matters are hereby notified as follows.

1. Strengthen overall planning and coordination. Relevant departments of the provincial government should give full play to their role in overall planning and coordination, actively connect with each district, formulate decentralized work plans, and simultaneously hand over standard forms and certificates, business standards and technical standards for approval. The entrusting administrative agency shall sign a power of attorney with the entrusted administrative agency on the entrusted matters, specifying the basis for entrustment, scope of entrustment, power of entrustment, rights and obligations of both parties, and entrustment period, etc. It is necessary to open an approval account for each area, configure the system approval authority, share the expert database, inspection and testing platform and facilities and equipment, and do a good job of coordination and docking if it involves the use of the national ministries and commissions approval business processing system. It is necessary to strengthen policy guidance and business training for each area to ensure high-quality approval services.

2. Effective implementation of the law. The municipal governments of Shijiazhuang, Tangshan, Langfang and the Xiongan New District Management Committee should strengthen organizational leadership, formulate work plans for undertaking work, specify the division of tasks, clarify the specific implementation departments and supervision departments, actively accept the guidance and supervision of higher-level departments, and strengthen cooperation with relevant departments of the provincial government. Communication and connection, and make every effort to do a good job in the implementation of the undertakings. All districts must strictly regulate affairs in accordance with the law, further standardize the approval process, optimize the approval process, streamline the approval process, clarify the time limit for approval, and effectively improve the efficiency of approval.

3. Implement inventory management. After the administrative licensing items are decentralized, the relevant departments of the provincial government shall, in accordance with the authority and procedures stipulated in the "Management Measures for the List of Government Service Items in Hebei Province", issue corresponding authorizations to each district on the Hebei Provincial Government Service Item Management Platform. All districts shall implement list management according to the matters delegated to the provincial level, formulate implementation norms, improve handling guidelines, optimize service processes, comprehensively promote the deep integration of online and offline businesses, and provide efficient and convenient services for enterprises and the public to handle affairs and start businesses.

4. Clarify the boundaries of responsibilities. Relevant departments of the provincial government should earnestly perform their industry regulatory duties, improve regulatory rules, formulate regulatory measures, and conduct follow-up, inquiry, supervision and inspection of the implementation of decentralized matters. The municipal governments of Shijiazhuang, Tangshan, Langfang and the Xiongan New Area Management Committee should strengthen their territorial supervision responsibilities, refine supervision measures, innovate supervision methods, achieve full coverage of supervision, and eliminate blind spots and vacuums in supervision. Strengthen the connection between examination and management, establish and improve the coordination mechanism for approval and supervision, realize real-time information sharing, and two-way feedback of results.

Five, strictly implement in place. The connection and implementation work will be completed within 30 working days from the date of issuance of this notice. It is strictly forbidden to delay without reason in the process of decentralization, to not let go of secrets, and to ensure that the decentralization matters are smoothly connected and implemented. Each area can discuss with the relevant departments of the provincial government to set a transition period (generally no more than 6 months). During the transition period, each area will take the lead and cooperate with the relevant departments of the provincial government to complete the relevant approval work; after the transition period, each area will complete it independently Approval work.

Any problems encountered in the implementation of this notice shall be reported to the Office of the Leading Group for the Reform of the Provincial Administrative Examination and Approval System in a timely manner.
