Case 7: Trial implementation of the notification and commitment system for handling maritime affairs

In order to continue to deepen the reform of "decentralization, management and service", and further "reduce certificates to facilitate the people", Caofeidian area will thoroughly implement the requirements for serving the construction of a world-class comprehensive trade port in Caofeidian Port, and promote the innovation and trial implementation of the notification and commitment system for maritime affairs by Caofeidian Maritime Safety Administration, covering navigation management, Ship management, crew management and other fields involve a total of 25 government affairs, and 44 application materials can be replaced by promises to replace part of the application materials or to exempt the original verification. It is not necessary to submit the original documents, and the subtraction of materials can be exchanged for the addition of services. Effectively reduce the number of trips, streamline administrative approval materials, and optimize the efficiency of maritime government services.

The Caofeidian area compiled the "List of Commitments Notified by the Caofeidian Maritime Safety Administration", dynamically adjusted the list based on the actual business, and updated it in real time to achieve full-coverage management of the list and "standardization" of applicable basis. When handling relevant administrative licenses, administrative /confirm/iations, administrative filings and other matters, realize the simplification of materials and requirements, and implement the "efficiency" of the application process. In addition, applicants can conveniently apply online and on-site, realizing dual-platform processing of applications and realizing "facilitation" of approval services. Through online processing, 30 businesses can be handled at one time, human resources are streamlined by nearly 60%, and service costs are saved by nearly 50%. At the same time, it is convenient for administrative counterparts, improves administrative satisfaction, and further optimizes the business environment.
