The Ministry of Commerce issued the "List of Key Work in Pilot Free Trade Zones (2023-2025)"
In order to implement the decision-making and deployment of the Party Central Committee and the State Council, take the opportunity of the 10th anniversary of the construction of the Pilot Free Trade Zone, accelerate the implementation of the Pilot Free Trade Zone upgrading strategy, and promote high-quality development, the Ministry of Commerce, in conjunction with relevant localities and departments, formulated the "Key Work of the Pilot Free Trade Zone" List (2023-2025)" (hereinafter referred to as the "Work List"), clarifying that from 2023 to 2025, relevant pilot free trade zones plan to independently promote the implementation of 164 key tasks, and each pilot free trade zone will have 7-10 key tasks. Including major system innovation, key development industries, important platform construction and major project activities, etc.
The "Work List" will play a role in the following three aspects:
One is to strengthen classification guidance. based on the strategic positioning and development goals assigned by the central government to each pilot trade zone, the "Work List" lists the respective construction directions and key issues in the next three years in the form of a list, and promotes precise positioning and precise policy implementation in various regions to achieve differentiated and individualized development. For example, support the Guangdong Pilot Free Trade Zone to actively deepen cooperation with Hong Kong and Macau in the fields of trade, investment, finance, legal services, and mutual recognition of professional qualifications, and promote the convergence of rules and mechanisms with Hong Kong and Macau; encourage Guangxi, Yunnan and other pilot free trade zones to fully play based on the location advantages along the border, we will actively promote the on-site processing of imported goods for mutual market trade among border residents, and promote the innovative development of border trade.
The second is to promote reform and innovation. The "Work List" covers a series of key tasks actively planned and independently promoted by each pilot trade zone, which is conducive to giving full play to the spirit of local initiative, mobilizing the enthusiasm and initiative of local reforms, and continuously deepening reform, practice and innovation according to local conditions. For example, the Shanghai Pilot Free Trade Zone strives to create a world-class business environment, further promotes the reform of "one online service" and "one license for one industry", establishes and improves a comprehensive industry supervision system; the Zhejiang Pilot Free Trade Zone focuses on developing the digital economy and advances in an orderly manner The digital renminbi research and development pilot and the cross-border data flow facilitation pilot will explore experience and paths for the high-quality development of the digital economy.
The third is to strengthen system integration. The "Work List" endows each pilot trade zone with integrated goals and tasks, and all localities can continuously improve supporting policies during the implementation process, strengthen the integration of major institutional innovation systems, coordinate and improve efficiency, and form more institutional innovation achievements that can be replicated and promoted. For example, the Tianjin Pilot Free Trade Zone focuses on building a world-class leasing industry cluster, the Shandong Pilot Free Trade Zone actively develops marine economic innovation, and the Jiangsu Pilot Free Trade Zone accelerates the establishment of biomedical industry clusters, further strengthening and optimizing the industrial base, and accelerating the formation of modern Industrial system, enhance the endogenous power of development.
