1. Basic information of the project

evaluate the free trade port policy released between June 1, 2020 and June 1, 2023, from the official release of the "Overall Plan for the Construction of Hainan Free Trade Port", analyze the main problems and reasons for the implementation of the policy, and sort out the impact policies The subjective and objective factors of the effect, clarify the direction and focus of improving the policy, and establish and improve the normalized policy monitoring and evaluation mechanism. Focus on selecting policies that are highly visible in free trade ports, have been implemented, and are more concerned by market players and the public (see Annex 1 for details).

Budget: RMB 500,000.

2. Declaration requirements

(1) The project application is mainly based on the unit, and the application in the name of an individual is not accepted. The applicant unit should have strong scientific research strength and profound academic accumulation in relevant research fields. The person in charge of the project should have high political literacy, have deep academic attainments and practical experience in related research fields, and undertake the overall organization and actual research work of the declared project.

(2) The reporting unit should truthfully fill in the "Problem Application Form of the Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (Office of the Free Trade Port Working Committee)" in triplicate and stamped with the official seal of the reporting unit, before July 15, 2023 (with Postmark time shall prevail) to the Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (Free Trade Port Working Committee Office) (Hainan Plaza, No. 69 Guoxing Avenue, Meilan District, Haikou City, Zip Code 570203), and please mark "project declaration" on the envelope, Recipient: Zhou Tao, Tel: 0898-68912983, 18789282991.

(3) The person in charge of the project must abide by the relevant commitments during the project implementation period, fulfill the agreed obligations, and complete the tasks on schedule. The intellectual property rights of the research results belong to the Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (Free Trade Port Working Committee Office).

3. Other matters

(1) The Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (Free Trade Port Work Committee Office) will organize a review team to review the application form and related materials and select the best research units. The evaluation results of the project undertaking unit will be announced through the unit website.

(2) The quotation for the subject research funds shall not exceed the project budget.

(3) In principle, the project implementation time is from the date of signing the agreement to August 25, 2023. The undertaking unit of the project shall accept the opening, regular report, and final review organized by the Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (the Office of the Free Trade Port Working Committee).
