"The survival and development of small and medium-sized enterprises in the industrial chain is inseparable from the cooperation and coordination between upstream and downstream, and cooperation with large enterprises can also improve their innovation vitality and professional level; and large enterprises must effectively promote the solution of industrial technology. According to reports, the principle followed in this work is "government setting up a platform, enterprises docking, strengthening coordination, and seeking practical results", that is, through organizing and carrying out the work of "publishing" and "revealing the list", expand the integration and docking channels of large and medium-sized enterprises.

In addition, the policy points out that for the national-level specialized and special new "little giant" enterprises selected into the list of "revealing the list", they will actively support the high-quality development of specialized, special and new small and medium-sized enterprises in the central financial support.
