On December 15th, the Party Working Committee of the Chuanan Port Area of the Free Trade Zone held its 38th meeting, conveying and learning the spirit of the Political Bureau of the Central Committee of the Communist Party of China on December 8th, the spirit of the Central Economic Work Conference, the recent important speech of Xi Jinping on foreign work, the spirit of the study and research work conference on Xi Jinping's diplomatic thought, the experience of Sichuan Development in writing a new chapter in the open economy, the "Regulations on the Work Organs of the Communist Party of China" (hereinafter referred to as the "Regulations"), and the "Opinions on Persisting in 'Deeds Speak Louder than Words, and Actual Achievements are the Basis for the Use of Cadres' and Further Encouraging Cadres to Take on Responsibilities" (hereinafter referred to as the "Opinions"), and studied the opinions for the implementation of the Free Trade Zone. Party Working Committee Secretary Tan Rongbing presided over the meeting and delivered a speech. Party Working Committee Deputy Secretary and Management Committee Director Yu Bing attended the meeting.
The meeting pointed out that the Central Economic Work Conference comprehensively summarized the economic work in 2025, conducted an in-depth analysis of the current economic situation, systematically deployed the economic work in 2026, and scientifically answered the major theoretical and practical issues of "how to view the current economic situation" and "how to carry out the economic work next year", providing us with fundamental guidance and an action guide for doing a good job in economic work. The entire free trade zone should earnestly study and understand the spirit of the Central Economic Work Conference, fully implement and carry out the decisions and arrangements, strive to expand effective investment, promote the sound development of foreign investment and foreign trade, and do a good job in all aspects of stabilizing growth. Focusing on the industries of the foreign-oriented economy, we should vigorously develop the "bonded+" characteristic industry types that conform to the national development strategy and the advantages of the water transport opening up, accelerate the expansion of the processing trade entity industry economy, and provide a solid support for the comprehensive development of the comprehensive bonded zone.
The meeting pointed out that we should adhere to Xi Jinping's diplomatic thought as the guide, make full use of the superposition advantages of the free trade zone, the comprehensive bonded zone, and the cross-border e-commerce comprehensive pilot zone, actively promote local advantage enterprises and characteristic products to further expand the European market, seize the opportunity, actively develop open industries, focus on the three major industries of bonded processing, bonded logistics, and bonded services, and focus on developing the leading industries such as grain and oil food, and accelerate the promotion of key industries to strengthen the chain, extend the chain and supplement the chain. We should continue to optimize the foreign trade structure, deeply tap the market potential, and promote the stability of import and export trade and the improvement of quality.
The meeting pointed out that the spirit of the Regulations should be deeply studied and understood, ensuring that learning is a daily occurrence and that implementation is a regular practice, and that the effectiveness of learning should be truly transformed into a driving force for development. It is necessary to do a good job in publicity and interpretation, to promote the understanding of the specific provisions of the Regulations among Party organizations at all levels and especially among the vast number of Party affairs workers, and to continuously improve the ability and level to use the Regulations to do a good job in the work organs of the Party. It is necessary to deeply study and implement the spirit of the Opinions, take the initiative to shoulder the political responsibility of selecting and appointing personnel, continuously maintain a clear orientation of "being heroes by doing practical work and appointing cadres by actual performance", strictly select and appoint procedures, coordinate the selection, training, management and use of cadres, comprehensively improve the level of scientific and standardized work of cadres, and provide a strong organizational guarantee and talent support for promoting the high-quality development of the free trade zone.
