Deepen the pilot results. Taking the opportunity of pollution discharge permit reform pilot, Shanghai expanded and deepened the experience of "two permits in one" pilot exploration in the new area near the port of Shanghai Free Trade Zone, extended the connection between pollution discharge permit and environmental impact assessment from the approval stage to the management after the pollution discharge permit and the supervision of construction projects during and after the event, proposed a full cycle connection pilot route, and issued the Implementation Plan of Shanghai Fixed Pollution Source Pollution Discharge Permit Pilot Work in January 2022.

Optimize the change form, change the service legal person, adjust the products and raw and auxiliary materials more frequently, update and transform multiple production and governance facilities and other enterprises. By optimizing and simplifying the change form, only the basic information changes can be loaded into the implementation report. If other changes meet the conditions, fill in the corresponding pollution discharge permit change order, which is more convenient and efficient.

In the same month, Qingpu District completed the approval of the first "two certificates in one" pilot project.
"Intelligent guidance" helps enterprises to apply for hosting. In April 2022, the "integration of environmental assessment and pollution discharge permit" was officially launched on the platform of "One Network" of Shanghai Municipal Government. Shanghai Municipal Bureau of Ecology and Environment uses the function of "intelligent guidance" to preset the question link, so that enterprises can complete the judgment of handling situation and the pre inspection of application materials through simple operation, and help enterprises improve their handling efficiency. At the same time, in combination with the transformation of Shanghai EIA approval system, the "two certificates in one" situation is set up in the system to improve the convenience of project audit and tracking scheduling.

From the first trial of "two certificates in one" approval in 2020 in the new area near the port of Shanghai Free Trade Zone, to the start of the full cycle convergence pilot in Minhang, Qingpu, Fengxian and Shanghai Chemical Industry Zone in March 2022, more than 10 pilot projects of "two certificates in one" have been approved.
