In order to implement the spirit of the Party Central Committee, the State Council, the Municipal Party Committee, and the Municipal Government on deepening the reform of financial scientific research project funding, further explore a funding management mechanism that is more in line with scientific research laws, and give scientific researchers greater autonomy in the use of funds, according to the "Reform of the General Office of the State Council Several Opinions on Improving the Management of Scientific Research Funds of the Central Government" (Guo Ban Fa [2021] No. 32) and "Opinions on Further Deepening the Reform of Science and Technology System and Mechanisms and Enhancing the Source Ability of Science and Technology Innovation Centers" (Shanghai Wei Ban Fa [2019] No. 78) , "Shanghai Municipal Financial Research Project Special Fund Management Measures" (Shanghai Caifa [2023] No. 4) and other documents, combined with the actual implementation of the city's early pilot work, Shanghai Science and Technology Commission (hereinafter referred to as "Science and Technology Commission"), The Shanghai Municipal Bureau of Finance (hereinafter referred to as the "Municipal Finance Bureau") jointly formulated a pilot plan for further improving the "contract system" of financial scientific research project funds as follows:
1. Work objectives
The "contract system" of financial scientific research project funds is one of the important measures to expand the autonomy of scientific research project funding management. Pilot the lump-sum system of scientific research funds for Natural Science Foundation of China projects, carry out pilot projects of the lump-sum system of funds in the "Venus", "Excellent Academic Leader" projects and soft science projects, and explore independent legal person institutions engaged in basic, cutting-edge, and public welfare research Carry out the pilot project of "contract system" of funds, give scientific research units and innovation teams greater autonomy in the use of scientific research funds, establish a fund management system that is more in line with the laws of scientific and technological innovation, effectively reduce the burden on scientific research personnel, mobilize the enthusiasm of scientific research personnel, and stimulate the vitality of social innovation. Improve the efficiency of the use of financial funds and provide strong support for the construction of a scientific and technological innovation center with global influence.
2. Basic principles
