This revision keeps the overall framework of the "Measures" unchanged, still consisting of four chapters and eighteen articles. Basic work requirements such as the production, approval, and release of early warning information, procedures, and early warning responses after release remain unchanged. The main contents of the Measures are as follows.
(1) Expand the scope of early warning information that needs to be released. The "Measures" clarified that on the basis of "natural disasters, accident disasters, and public health event information that can be warned", it adds relevant notices and reminders related to the safe operation of the people's production, life, and travel, and puts forward social security incidents. The release of early warning information can be carried out by referring to the method to promote the information that is highly related to urban security in various industries and has a greater impact on the lives of citizens should be included in the scope of early warning release. The "Measures" also newly added provisions for the establishment of a dynamic management system for the release list of early warning information, so as to manage all kinds of early warning information and prepare for the release of early warning.
