On January 2, the Regional Comprehensive Economic Partnership Agreement (RCEP) came into force for Indonesia.
Just after zero o'clock, in the RCEP Shandong Enterprise Service Center located in Shibei District, Qingdao, the customs officers of Qingdao issued a batch of frozen salmon pieces exported to Indonesia by Qingdao Sanmu Aquatic Products Co., Ltd. through the "single window" of international trade. Obtained the RCEP certificate of origin. This is the first RCEP certificate of origin for Indonesia issued by Shandong after RCEP came into force for Indonesia.
"With this certificate of origin, the tariff rate paid after the goods arrive in Indonesia can be reduced from 10% to zero tariff." Sun Junzhi, general manager of the company, said that this batch of frozen salmon was 1.053 million yuan, with the RCEP certificate of origin issued by the customs , When the goods are cleared in Indonesia, the tax can be reduced by more than 100,000 yuan.
In fact, from January 1, 2022 to November, like Sanmu Aquatic Products, companies that enjoy tariff benefits due to RCEP have created a total trade volume of 11.8 trillion yuan, a year-on-year increase of 7.9%, accounting for China's foreign trade imports. 30.7% of total exports. Among them, China's exports to other RCEP members reached 6.0 trillion yuan, a year-on-year increase of 17.7%, which exceeded the overall growth rate of national exports by 5.8 percentage points.
This free trade agreement, which currently covers the largest population in the world, has the largest economic and trade scale, and has the greatest development potential, not only stimulates more forces in the region, but also contributes to the development of world economy and trade.
Tax cuts and cost reductions are more advantageous
In Shilong Economic Development Zone, Mentougou, Beijing, the factory building of Beijing Dayuan Nonwoven Co., Ltd. is extremely busy, and rolls of non-woven fabrics are produced amidst the roar of machines. After careful packaging, they will be sold to more than 10 countries including Japan, and are important raw materials for the production of facial masks and baby diapers.
"Now I still remember the excitement when I got the first RCEP certificate in Beijing." Tian Jinli, manager of the company's foreign trade department, said excitedly, "For more than 10 months, we have applied to the customs for preferential certificates of origin every week. To export Japan’s goods are taken as an example. With the RCEP certificate of origin issued by the customs, each batch can enjoy a tariff reduction of about 2,000 yuan from Japan on average. Two to three hundred batches of goods are exported every year, which is not good for our small and medium-sized enterprises. Small amount, this is the benefit of real gold and silver!"
According to the RCEP agreement, on January 1 and April 1, 2022, Japan lowered the import tariffs under RCEP twice. "There are still many companies similar to Dayuan, and the potential of Chinese companies to trade with Japan under RCEP has been continuously stimulated and released." Wang Wei, deputy director of the Customs Department of Beijing Customs, said.
Thanks to its innate geographical advantages and industrial institutional advantages, the economic and trade cooperation between Shandong and RCEP member countries has become increasingly close. According to statistics from Qingdao Customs, in the first 11 months of 2022, Shandong's imports and exports to the other 14 member states of RCEP accounted for 38.1% of the province's total foreign trade import and export value. "After RCEP takes effect in Indonesia, Shandong will have new opportunities in benchmarking international high-level economic and trade rules and accelerating institutional opening-up," said Yao Yong, a senior director of the Customs Department of Qingdao Customs.
According to statistics, in the first 11 months of 2022, Qingdao Customs, Jinan Customs and the Shandong Provincial Council for the Promotion of International Trade issued a total of 137,000 RCEP certificates of origin, ranking first in the country. The reduction exceeded 300 million yuan; Qingdao Customs and Jinan Customs applied the preferential tax rate under RCEP to a total of 6.05 billion yuan of imported goods, and reduced the tax by 310 million yuan.
In particular, compared with other free trade agreements, RCEP’s origin accumulation rules are more relaxed, allowing the formulation of origin components from RCEP member countries when determining that goods qualify for RCEP origin, which also greatly reduces the enjoyment of products. eligibility threshold. Enterprises can use this rule flexibly to grasp the new opportunities brought by RCEP by adjusting the procurement and sales market and optimizing the layout of production capacity.
Going to the high end is more confident
According to the RCEP agreement, there is a large room for tariff reduction on copper alloy foil, generators, engines and other products, and high-end electronic materials, intelligent manufacturing, and special professional machinery manufacturing industries will directly benefit.
On December 26 last year, a batch of copper strip products from Fuwei Technology (Wujiang) Co., Ltd. was successfully exported under the supervision of Wujiang Customs, with a value of nearly US$40,000. With the RCEP certificate of origin issued by Wujiang Customs, the goods arrived in Japan smoothly. Enjoy. The high-precision copper strip and copper tube products produced by this enterprise are widely used in the fields of electronics, communications, aerospace and other fields, and the products are exported to Japan, ASEAN and other countries. According to Shen Yifei, customs manager of Fuwei Technology, since 2022, the company has applied for 112 RCEP certificates of origin, and has enjoyed a total of 1.48 million yuan in tariff reductions and exemptions from importing countries.
Since RCEP came into effect, the Ministry of Commerce, together with relevant departments, has comprehensively promoted the high-quality implementation of the agreement, guided and supported localities, industries and enterprises to seize the opportunities of RCEP, effectively utilized various preferential policies such as RCEP market opening commitments, and promoted the gradual release of policy dividends of the agreement.
As the origin management department, the Customs is responsible for the issuance of certificates of origin, tariff concessions under free trade agreements and preferential trade arrangements, identification and management of approved exporters and other related functions related to the implementation of free trade agreements. It is understood that in order to ensure that RCEP dividends benefit more companies, customs in many places have deepened cooperation with the Department of Commerce and the China Council for the Promotion of International Trade, and provided enterprises with RCEP and other free trade agreement tariff rates and rules of origin inquiry and determination services. For example, Nanjing Customs has conducted more than 90 training sessions for enterprises, covering more than 17,000 people, through the comprehensive use of "cloud presentations", live webcasts, online interviews, and government affairs hotline interactions, to enhance enterprises' awareness and utilization of RCEP preferential tariff policies. level. At the same time, Nanjing Customs continues to promote visa facilitation measures, and implements the intensive reform of "centralized operations + multi-point visas" for visas of origin, increasing the efficiency of visa processing by 30%.
