The solution should be tried first in Zhejiang to make opening up more targeted. Second, Zhejiang has rich scenarios in cross-border data flow, data transactions, data intellectual property applications, etc., and can actively strive for policies and seize the high point of a new round of reform and opening up. The third is to hope that Zhejiang can make greater breakthroughs in offshore data trading centers and digitally empowered manufacturing, so that the entire chain of data element transactions can truly serve the real economy.

Hu Zhenfang put forward three ideas to the research team in his concluding speech: First , although this symposium mainly takes the Binjiang block of Hangzhou area of Zhejiang Pilot Free Trade Zone as the entry point, it can be radiated to a wider range in follow-up research. The second is to "walk quickly in small steps" and "top-level design" to exert force in both directions, and to "walk on two legs". "Small steps and quick steps" refer to matters that can be promoted at the enterprise and provincial levels, such as the digitization of commodity trade, cross-border e-commerce and the Unicom of digital renminbi, etc. "Top-level design" refers to top-down reforms, including the establishment of the National Data Bureau, the reform of the marketization of factors, and the "No. 1 Development Project" for digital economy innovation and quality improvement in Zhejiang Province. Third, Zhejiang will continue to actively promote cooperation with DEPA-related countries such as Singapore, and actively strive for the implementation of various national pilot projects.
