"Closure system" refers to a system in which a legally established commercial subject, when encountering difficulties and temporarily unable to carry out business activities, applies to the commercial registration authority to retain its subject qualification, does not suspend business on its own, and restarts business after the situation improves. In March 2021, Several Provisions on Commercial Registration in Shenzhen Special Economic Zone will be officially implemented, which is the first commercial subject closure registration system in China and the first to be implemented in Qianhai. During the period of closure, the commercial subject shall not engage in business activities, but shall still have the legitimate rights and interests of other commercial subjects. If business activities are carried out during the period of closure (no more than 3 years at most), it shall be deemed as resumption of business.
