Yu Jianfei, Secretary of the Party Committee and Director of the Jiulongpo District Commerce Committee, said that the Southeast Asian countries along the Western Land-Sea New Corridor are the main member countries that initiated the signing of the RCEP agreement, and they are also the most important area for RCEP economic and trade cooperation, and it is the best scenario for implementing the RCEP rules. In 2022, enterprises in Jiulongpo District will transport 8,724 TEUs through the New Land-Sea Corridor, ranking third in Chongqing in terms of freight volume. With the growing scale of enterprises in the Southeast Asian market, Jiulongpo has more and more transportation needs for the Western New Land-Sea Corridor. It is urgent to further fully grasp the various agreement standards of RCEP, especially in terms of tariffs, customs clearance rules, and rules of origin. To improve the ability to use.

Starting from the 19 sets of FTAs (free trade agreements) that China has signed with 26 countries, Luo Liangliang pointed out that RCEP marks the entry of a new era in the international trade pattern. FTA rules determine the future competitiveness of enterprises in cross-border supply chains. Learning and applying FTAs will help on trade creation and investment creation.

The RCEP rules of origin have substantially changed the three technologies of tariff classification, ad valorem percentage, and manufacturing or processing procedures. The same product may not comply with the rules of other FTAs if it complies with the RCEP rules of origin. The difficulty in applying FTA for domestic enterprises lies in the three aspects of tax rate, rules of origin and certificates, and there are common problems such as large amount of data, complicated rules, expensive consultation, and difficulty in saving taxes.

In this regard, Luo Liangliang focused on the four advantageous industries of Jiulongpo, namely automobiles and motorcycles, new energy vehicles, aluminum materials and general machinery, and interpreted the tariff dividend. Luo Liangliang compared multiple sets of FTA schemes and pointed out that the "optimal tariff" is not the default tax rate through the company's import of battery packs for new energy vehicles, the export of large passenger vehicles to RCEP member countries, and the export of products from aluminum wire manufacturers to the Japanese market. RCEP tariff rates vary by country. In a short period of time, RCEP may not be the optimal tariff. Enterprises need to know in advance whether the export area is covered by an FTA signed by China. At the same time, Luo Liangliang taught enterprises how to plan tariff preferences and pre-judgment of origin qualifications, and strengthened the application skills of enterprises to the RCEP agreement.

At the scene, many participating companies said that they had learned a lot and benefited a lot.
