As an important activity of the 6th China South Asia Expo and the 26th China Kunming import and Export Commodity Fair, the 3rd "New Era Border Opening Forum" was held in Kunming and Honghe under the theme of "New ideas, new measures, new chapters -- border opening and common prosperity", aiming to continuously expand exchanges and cooperation among China's border opening think tanks, and actively deepen regional mutually beneficial and win-win cooperation Provide more valuable intellectual achievements in achieving common development.

On the forum site, experts and scholars, relevant heads of government departments and entrepreneurs actively offered advice and suggestions on accelerating the high-level border opening, making "border" inlaid with "Phnom Penh", and promoting the leapfrog high-quality development of Yunnan border areas.

For border areas, high-quality development is the fundamental way to common prosperity. Accelerating the opening up of border areas and promoting a high level of opening up is the only way to revitalize border areas and enrich people and stabilize border areas. At the new historical starting point, it is of great significance and practical significance to systematically evaluate the border opening. The evaluation of border opening is helpful to find out the current situation of opening up, analyze the existing problems, and put forward corresponding countermeasures and suggestions.


In recent years, the Economics Teaching and Research Department of the Central Party School (National School of Administration) has organized a team of experts to continuously study the issue of border opening. The border opening indicator system released this time has built a four level indicator system of "1+4+12+31" from the four dimensions of openness, open infrastructure, open platform and business environment, giving consideration to the current openness and the potential of future openness. Judging from the evaluation results of border opening, the overall situation of border provinces' opening up is better. After the 18th National Congress of the Communist Party of China (CPC), the opening up along the border has generally improved. The opening index from high to low is: Liaoning, Yunnan, Xinjiang, Heilongjiang, Guangxi, Inner Mongolia, Jilin, Gansu and Tibet. The next step will be to continue to deepen research and track the level of openness and common prosperity of border provinces.

Opening up along the border is a big article, realizing common prosperity in border areas is also a big article, and opening up along the border+common prosperity is a bigger article. There are a lot of things to do to do well in this article. One of the important contents is to improve the people's livelihood in border areas, and ensure and improve the people's livelihood.


Ensuring and improving the people's livelihood is an urgent task for solidly promoting common prosperity. We need to deepen the reform of education, social security system, childbearing and elderly care system, and social governance. We need to implement the new development concept to promote the reform of social systems and mechanisms, constantly improve and effectively protect the people's livelihood, and enhance the people's sense of gain.

At the same time, give play to the advantages of border free trade zones to promote the transformation and upgrading of industrial parks;  Third, enhance the energy level of central cities and port cities, and constantly enhance the attractiveness of talent capital; Fourth, strengthen the policy empowerment of the Free Trade Zone, and add reform momentum to the high-level opening up along the border; Fifth, increase digital empowerment, improve the level of border opening, and provide opportunities for later developing regions to catch up.

The most arduous and arduous task of common prosperity is in the countryside, and the mountain area is the main battlefield of China's agricultural and rural modernization to complement the strengths and weaknesses. To promote the common prosperity of the mountainous counties along the border areas, we should fundamentally accelerate development and promote the common prosperity of the border areas by leapfrog development. We should work hard on channel construction and business environment, further expand the openness of the mountainous counties along the border, accurately position industrial and urban development, give play to the advantages of location and resource endowment, and transform the development potential and advantages from the end of opening to the front of opening; We should further strengthen efforts to solve the common problems of common prosperity in mountainous areas from the aspects of systematic planning, policy convergence, and precise support; Considering the national border security strategy, we should strengthen the special policies for the border villages in border counties, especially in infrastructure, finance and finance;  It is necessary to explore, integrate and promote a number of typical cases of common prosperity and initiative in mountain areas, strengthen the mutual exchange mechanism, and create a new mode and path for the promotion of landmark achievements.

Support cross-border e-commerce RMB settlement. Facilitate cross-border financing business, reduce enterprise financing costs, support the operational financing needs of transnational enterprises and upstream and downstream enterprises associated with China's industrial chain and supply chain, and facilitate enterprises to better use domestic and international markets and resources.
