The "Proposal" proposes to take the Shanghai Data Exchange as the core, coordinate and link the data element functional platforms and industrial parks within the Zhangjiang Science City, create a spatial layout of "one core, three parks, and two ports", and build a closed-loop development of the data element industry. The scale of the data element industry will reach 100 billion yuan in 2025
According to the "Plan", by 2025, the development of Zhangjiang's data element industry has achieved remarkable results, and it will become a data element industry cluster with the most active data circulation transactions in the city and even the whole country, the highest concentration of digital business enterprises, and the best development ecology of the data industry.

It is understood that in order to further build a strong and active industrial cluster of data elements, Pudong New Area currently provides full-cycle supporting support for digital business enterprises in terms of policy support, and gives certain rewards in terms of data product listing, transaction circulation, and DCMM standard implementation. Major data element platforms and innovative application projects will receive up to 20 million yuan in funding. At the same time, the third quarter of this year is expected to add nearly 250,000 square meters of properties.
Encourage the creation of enterprise data management demonstration areas
Currently, the Pudong New Area is fully implementing the Industrial Digitalization Initiative (GID). "Shuqi Pudong" is an important activity brand in terms of data elements in the GID plan. The "surge" of data elements in Pudong also allows enterprises to see new opportunities.
