The Sichuan Provincial People's Government recently issued the Notice on Several Measures to Promote the Reform and Innovation of Trade and Investment Facilitation in the Pilot Free Trade Zone. There are 19 notices in total, covering six aspects, including improving the convenience of trade, investment, international logistics, finance and other services for the real economy, and promoting coordinated reform and opening up.
Support banks to facilitate trade settlement for enterprises
The notice proposes to deepen the application of customs clearance modes such as advance declaration and two-step declaration, and expand the application scope of the two-step access customs supervision mode. We will implement the policy of facilitating foreign exchange receipts and payments in new forms of trade. We will deepen the pilot program of "cross-border e-commerce+rapid distribution" in the pilot free trade zone by relying on special customs supervision areas.
According to insiders, two-stage access refers to the implementation of segmented access supervision over the withdrawal and sale or use of imported goods. This mode helps reduce the backlog of goods and the storage cost and time cost of goods in the port.
Notify the supporting bank to provide trade settlement convenience for enterprises conducting true and compliant offshore trade business. "Sichuan is located in the inland, and the offshore trade will be more obvious for reducing the import and export operation costs of enterprises." Dai Bin, professor of Southwest Jiaotong University and regional economic expert, told the reporter.
The notice requires to promote the bonded maintenance business of "two ends outside", and support the pilot free trade zone to explore the bonded maintenance business of aviation and other industries according to the maintenance product catalog of the comprehensive bonded zone. The bonded maintenance business of "two ends abroad" is to import maintenance materials from abroad, carry out maintenance at home, and sell the products after maintenance abroad. This is undoubtedly a great benefit for Haite Group, whose main business includes small aeroengine maintenance.
Support the Free Trade Zone to explore the mode of intellectual property securitization
The Notice requires that the pilot project of the local and foreign currency bank settlement account system be accelerated, and the standards, rules and procedures for opening, changing and canceling local and foreign currency accounts be unified. Support the establishment of RMB overseas investment and loan fund in the pilot free trade zone.
The Notice proposed that, under the macro prudential framework of full caliber cross-border financing, eligible financial leasing companies registered in the pilot free trade zone should be supported to try to facilitate foreign debt of financial leasing companies.
At the same time, the notice proposes to support the construction of underlying intellectual property assets based on the industrial chain or industrial cluster high-value patent portfolio, encourage the development of various types of intellectual property hybrid pledge and insurance, and support the pilot free trade zone to standardize the exploration of intellectual property securitization mode on the premise that intellectual property rights have been confirmed and can generate stable cash flow.
In addition, the Notice requires to actively strive for well-known overseas arbitration and dispute resolution institutions to set up business institutions in the Free Trade Zone, and support the implementation and operation of international commercial dispute prevention and resolution organizations in the Free Trade Zone. We will support the construction of the Tianfu Central Legal Affairs Zone and create a highland of first-class legal services.
Give full play to the advantages of Chengdu's double international hub airports
The notice proposes to give full play to the advantages of new land and sea channels in the west, the golden waterway of the Yangtze River and other channels, and encourage the south Sichuan port area of the pilot free trade zone to explore the opening and innovation of shipping services. Support Luzhou Port to build a smart port and carry out classified supervision pilot of domestic and foreign trade goods.
Support Chengdu to build an international gateway hub city, give play to the advantages of "two in one", attract and encourage foreign airlines to fly to Chengdu by using the fifth right of passage, and allow foreign airlines to carry passenger and cargo business from Chengdu to the third country on the basis of equality and mutual benefit. Support the establishment of all cargo base airlines.
In June 2021, Chengdu Tianfu International Airport will be open to navigation. Chengdu will become the third city with double international hub airports in China after Beijing and Shanghai. The Tianfu International Aviation Economic Zone, located in the eastern new area of Chengdu, has great potential to develop international logistics, cross-border e-commerce, biomedicine and other industries. "The aviation economic zone relying on Tianfu International Airport has obvious resource advantages." Chengdu Eastern New Area Aviation and Port Economic Bureau said.
Not only that, Shuangliu District of Chengdu, where Chengdu Shuangliu International Airport is located, is currently planning to establish an ecosystem based on the Airbus project, strengthen the industrial chain, improve the aggregation and allocation of Shuangliu aviation industry resources, and shape a new competitive advantage of green and low-carbon development in China's aviation economic capital.
In addition, the notice proposes to promote the "one order system" of multimodal transport, strengthen the strategic linking functions of China Europe trains, the new land sea channel trains in the west, and the railway sea intermodal transport trains along the river, and build Chengdu "Belt and Road" international multimodal transport comprehensive pilot area.
