The "Guidelines" mainly stipulate the definition, functional objectives, basic principles, operating procedures and related supporting mechanisms of the financial innovation judicial hearing mechanism. The mechanism is jointly participated by enterprises, universities, industry associations, regulatory authorities, judicial authorities and other industry-university-research supervision and review sectors. In response to innovative financial products or services emerging in the financial market under the new form, enterprises, regulatory authorities, and courts initiate the financial innovation model proposal. After receiving the proposal, a hearing team composed of 100 judges will review and approve the project, and organize a hearing to extensively listen to the argumentation opinions of the expert auxiliary team. Analyze and demonstrate risks and problems, and finally give feedback and guidance in the form of "Hearing Opinions". In addition, the financial innovation judicial hearing mechanism is coupled with and supported by mechanisms such as the construction of smart courts, the coordination of financial regulatory governance, the joint construction and cooperation of colleges and universities, the judicial coordination and cooperation of Beijing, Tianjin and Hebei, and the diversified resolution of financial disputes, forming a joint force to maximize the effectiveness of high-quality financial development .
